Division In APC Over Plans To Expel Amosun, Okorocha

A major division has emerged in the National Executive Council (NEC) of the ruling All Progressives Congress (APC) over the possible expulsion of Ibikunle Amosun and Rochas Okorocha, governors of Ogun and Imo states, respectively, from the party, Daily Independent has learnt.

The party’s National Working Committee (NWC), led by Comrade Adams Oshiomhole, the party’s National Chairman, had last month suspended the duo and recommended their expulsion from the APC to the NEC, which is the highest decision-making organ of the party.

In taking the decision, the party accused the governors of anti-party activities, accusing them of working against the interest of the party by supporting candidates of other political parties during the just concluded governorship elections.


The duo fell out with the leadership of the APC after failing to secure the gubernatorial tickets of the ruling party for their preferred candidates.

While Okorocha threw his weight behind Uche Nwosu, his son-in-law, Amosun rallied round Adekunle Akinlade, a serving member of the House of Representatives.

Shortly after the primaries of the APC, Nwosu and Akinlade defected to other parties where they emerged gubernatorial candidates.

In Ogun, Akinlade clinched the ticket of Allied Peoples Movement (APM) while Nwosu emerged as the flagbearer of the Action Alliance (AA).

Okorocha and Amosun campaigned for their candidates at APC rallies. This led to a breakdown of law and order when President Muhammadu Buhari visited Abeokuta, capital of Ogun State, during the campaigns.

Supporters of APM who trooped to the MKO Abiola Stadium, where the rally held, pelted Buhari with stones when he presented Dapo Abiodun as APC’s governorship candidate. Security operatives shielded the president and the programme ended abruptly.

Following the conduct of the governorship election, APC’s candidate, Dapo Abiodun, won the governorship election in Ogun while Emeka Ihedioha, the governorship candidate of the PDP, won in Imo.

Speaking with Daily Independent, a top source in the party said the issue of whether both governors should be expelled or not will generate a stormy session when the NEC meets to deliberate on the issue.


According to him, the NEC, which consists of party leaders, former and serving governors, and other stakeholders of the party are divided on the issue.

He added that some serving governors who are sympathetic to the plight of their colleagues have vowed not to support any move to further embarrass their colleagues by expelling them from the party.

“While some felt the governors should be suspended for not being remorseful after the embarrassment caused the party and President Buhari, others felt the suspension slammed on them and the defeat they suffered during the elections, after their anointed candidates lost, is enough.

“The issue will be tabled at the next NEC meeting of the party and we expect it to be a stormy session because majority of the stakeholders are divided on whether further actions should be taken against those who are already serving suspension,” he said.

Speaking with Daily Independent, Prof. Itse Sagay (SAN), Chairman of the Presidential Advisory Committee Against Corruption (PACAC), said he was not in support of further disciplinary actions against the governors provided they had shown remorse for their actions.

He, however, said Governor Amosun should be expelled if his candidate, Akinlade, drags the winner of the election in Ogun State, Dapo Abiodun, to the tribunal.

Said Sagay: “I don’t think they should be expelled from the party. I think the suspension is enough, provided they express regrets for all they have done and promise not to behave like that again.

“However, in the case of Ogun State, Governor Amosun must ensure that the man whom he sponsored, Adekunle Akinlade, must not challenge the outcome of the election won by Dapo Abiodun, the APC candidate.

“If he goes ahead and challenges the result by going to the tribunal, then Amosun should be expelled. That, to me, is going too far.”

Onnoghen Stands To Get N2.5bn Benefits In ‘Soft Landing’ Option - The Cable

If President Muhammadu Buhari goes by the recommendation of the National Judicial Council (NJC), Walter Onnoghen, the chief justice of Nigeria (CJN) could get retirement benefits in cash and kind up to N2.5 billion, checks by TheCable have revealed.

As part of the package for a retired chief justice, a house will be built for him in Abuja with a nine-digit sum for furnishing — in addition to a severance gratuity that is 300% of his annual basic salary of N3,363,972.50, as well as pension for life.

Just like state governors, a retired chief justice is entitled to a number of domestic staff and sundry allowances for personal upkeep.

This package for judicial officers was put together by the NJC long before Onnoghen became the CJN in 2017.

However, if he is dismissed, he will not be entitled to any benefits.

TheCable reported on Wednesday that the NJC has recommended the embattled CJN for compulsory retirement after deliberating on a petition by the Economic and Financial Crimes Commission (EFCC) which alleges “financial impropriety, infidelity to the constitution and other economic and financial crimes related laws”.

Onnoghen, who denies all allegations, is also undergoing trial at the Code of Conduct Tribunal (CCT) over charges of false asset declaration.

TheCable understands that members of the NJC were not convinced by his defence but also decided that he should be offered a “soft landing” through retirement.

This option may also include withdrawing criminal charges against him.

“The major problem Onnoghen’s defence had was that even though he claimed those funds found in his accounts were his, he could not provide evidence on how he made the money,” a source in the know of the deliberations told TheCable.

“He provided evidence of source of income from one investment but that went nowhere near the $200,000 per annum deposits in his account. Unfortunately, there is a supreme court judgement that says where your assets exceed your income, the burden of proof is on you, not on the prosecution.

“It also did not help Onnoghen that he never touched his salary account for so many years. He said he was living off the proceeds from his farms, but he did not provide a single proof to back this up.

“Also, money paid into his account by senior lawyers is completely unethical. You can say they do not amount to much, but you cannot justify such impunity. It was a very difficult case to make.”

NOT THAT EASY

Presidency sources, however, told TheCable that the option of “soft landing” will be difficult to justify “given the anti-corruption efforts of President Buhari”.

TheCable learnt that before the scandal blew into the open, Onnoghen was given the option of early voluntary retirement.

“Under this arrangement, he would have kept all the monies found in his accounts and received all his benefits from the system, but he chose to fight till the very end,” the source said.

“The implication now is that the criminal charges may go on, his assets will be frozen and will most likely be forfeited to the federal government after his trial and he will be banned from holding public office for at least 10 years.”

Onnoghen has closed his defence at the CCT and the tribunal is expected to give its judgment at the next sitting on April 15.

But for the crisis, Onnoghen, who is 68, was due for retirement in 2020.

“In 2019, PEBEC set a goal to move Nigeria into the top-100 on the 2020 World Bank Doing Business Index (DBI). To achieve this, we will be pursuing the continued implementation of reforms across all indicators, including the implementation of legislative reforms, specifically the passage of the new Companies and Allied Matters Act and the Omnibus Bills; the expansion of the regulatory reform program which started with NAFDAC and NAICOM; and now to include other regulators; the establishment of a National Trading Platform for ports; and the concession of our major international airports.”

REMARKS BY HIS EXCELLENCY, PROF. YEMI OSINBAJO, SAN, VICE PRESIDENT, FEDERAL REPUBLIC OF NIGERIA, AT THE 2ND PEBEC AWARDS, HELD AT THE STATE HOUSE BANQUET HALL, ON WEDNESDAY, APRIL 3, 2019


PROTOCOLS


It really is a pleasure to be here this evening to celebrate the phenomenal successes of the PEBEC and especially the reforms, but more importantly to recognize specially some of those who made it all possible. Our incredibly selfless and committed private sector partners and the sterling performance of many in the public sector.

In the past three years, Nigeria has implemented more than 140 reforms to make doing business in Nigeria easier. Some of the successful reforms include the ability to:

- Reserve a business name within 4-hours

- Complete the registration of a company within 24 hours online

- Apply for and receive approval of a visa-on-arrival electronically within 48hrs

- File and pay taxes online

- Access specialised small claims commercial courts in Lagos and Kano states.

The World Bank also reported in 2018 that 32 states of Nigeria improved their Ease of doing business environment led by Kaduna, Enugu, Abia, Lagos and Anambra states.

In 2019, PEBEC set a goal to move Nigeria into the top-100 on the 2020 World Bank Doing Business Index (DBI). To achieve this, we will be pursuing the continued implementation of reforms across all indicators, including the implementation of legislative reforms, specifically the passage of the new Companies and Allied Matters Act and the Omnibus Bills; the expansion of the regulatory reform program which started with NAFDAC and NAICOM; and now to include other regulators; the establishment of a National Trading Platform for ports; and the concession of our major international airports.

PEBEC has now commenced the fourth 60-day National Action Plan (NAP 4.0) on Ease of Doing Business. NAP 4.0 is running from the 1st of March to the 29th of April, 2019. It aims to deepen the reforms delivered over the past 3 years and drive institutionalization of the whole reform process.

We have highlighted key action items in all of the focus areas to ensure that they do not unravel, and to ensure we drive sustainability. Some of the targets achieved in the last NAP 3.0 include:

- Driving registration for utilization of the National Collateral Registry to facilitate access to credit for SMEs

- Clearance of all pending NAFDAC registration applications to improve efficiency; and

- Creation of a strengthened single joint cargo examination interface in all airports & seaports for import and export to reduce the time spent at the ports.

NAP 4.0 will focus on initiatives such as

- Enforcing compliance with SLAs across all indicators/focus areas,

- Driving the passage of the CAM Bill 2018 for improved effectiveness of company law in Nigeria (and as you have heard, what we are waiting for is the signing into law of the bill)

- Enhancing efficiency in the small claims court, and

- Enhancing the application and approval system for visas on arrival, to mention a few.

The Council will continue to work extensively with all MDAs, the National Assembly and other key stakeholders. All of us who have been involved in this incredible journey will agree that it has been both exciting and fulfilling even if admittedly sometimes frustrating. But that is the way of progress.

I congratulate you all for the great successes and thank you all for keeping faith with our joint vision. In particular we must commend the National Assembly for the great efforts they have made in ensuring the passage of very strategic and important bills. We must also commend our private sector partners who have contributed immensely to the technical output of the EBES through the secondment of professional staff to the secretariat.

Let me specially mention the KPMG Professional Services, Deloitte, Procter and Gamble, Banwo & Ighodalo, Aluko and Oyebode. The NBA-SBL was also particularly instrumental in the drafting of the omnibus bill. About 40 law firms worked pro-bono towards this effort. Our nation is truly grateful to you.

We must also specially commend the Hon. Minister of Industry, Trade and Investment, Dr. Okey Enelamah, for his focused and forthright leadership, and the incomparable and tireless Senior Special Assistant to the President on Industry, Trade and Investment, Dr. Jumoke Oduwole, and her team.

Kaduna, Enugu, Lagos, Abia, Anambra Top Reformed States In 2018

Five states of the Federation on Wednesday night received awards for been top five reformed states in the year 2018.

The states in descending order included Kaduna, Enugu, Lagos, Abia, and Anambra.

They received their awards from Vice President Yemi Osinbajo at the Presidential Enabling Business Environment Council (PEBEC) Awards 2019 held at the old Banquet Hall of the State House, Abuja.

Anambra State improved its score from 47 to 53.50 by making it easier to start a business and to register property in the State. – Abia State improved its score from 46 to 53.90 by making it easier to start a business and to register property in the State. – Lagos State improved its score from 48 to 54.90 by making it easier to start a business, register property and obtain construction permits in the State. – Enugu State improved its score from 47 to 56.82 by making it easier to start a business, register property as well as enforce contracts in the State. – Kaduna State improved its score from 55 to 65.97 by making it easier to start a business.

Other companies and individuals that got awards at the ceremony included Oil and Gas Free Zone Authority, Corporate Affairs Commission, National Office for Technology Acquisition and Promotion.

Others are the Senate and the House of Representatives, Court of Appeal, Nigeria Bar Association, Nigeria Economic Summit Group, National Assembly Environment Round Table, DFiD, World Bank, Oando Energy Resources, First Bank of Nigeria,

Omotayo Omoniyi, who returned large sum of money found to the authorities also received award at the ceremony.

Other awardees are FIRS, Nigeria Custom Service, Nigeria Port’s Authority, Nigeria Shippers Council, Nigeria Electricity Regulatory Commission, Lagos State Judiciary.

Banwo and Ighodalo, KPMG Nigeria, Procter and Gamble Nigeria, Deloitte Nigeria and Aluko and Oyebode also got awards at the ceremony.

"Atheists Also Deserve Buhari's Cabinet Appointments"

On Friday, the Christian Association of Nigeria visited President MuhammaduBuhari to congratulate him on his re-election. During their visit, theyurged the President to observe religious balance in the composition of his cabinet in his second term. They also requested that, for the 9th National Assembly, either the Senate President or Speaker of the House of Representatives should be a Christian. They reasoned that since the President is a Muslim and the acting Chief Justice of Nigeria also professes the Islamic faith, the country needs a Christian in the legislative arm of government to give everyone a sense of fairness and belonging.CAN’s brazenness in making such demands is, perhaps, informed by a similar assault recently against reason by the advocacy group, Muslim Rights Concern. MURIC had asked Buhari to appoint Muslim ministers from five ofthe states in the South-West when he puts the cabinet together. The group claimed that it was theonly way to redress the imbalance of having only one Muslim governor in the geopolitical zone.Now, when confrontedwith this kind of an impasse, there is a tendency to resort to the predictable response that the overriding determinant in makingthese appointments should be merit and not religion. We shouldmove past that level already since the logicis too basic to penetrate the minds of those who need it. Those of us who have a liberal mindset towards religious identity politics need to take those who advocate religion as qualification seriously. We should treat their demands with the same gravity as politicians do. Just last year, Vice President Yemi Osinbajo, while responding to charges of nepotism in Buhari’s government, claimed that Christians outnumber Muslims in Federal Government appointments. He pointed out that although the cabinet had 18 Christians and 18 Muslims, the former still upend thelatter since both the Secretary to the Government of the Federation and the Head of Service are Christians.The preciseness of Osinbajo’s response shows that they do not toy with the opticsof religious politics. Itis a reality of our political situation thatreligion has become an idea of merit and we should deal with it on those terms. As a society, we have long arrived at a point where our politics have been reduced to the worship of the twin Baal of geopolitics and religious partisanship.In the last election, the tribes of the electoral candidates and their religion featured more in our discourses than their leadership capability. There is almost a consensus that all the candidates are equally meritocratic — or incompetent — and so nobody wastes time weighing their administrative abilities. They only need to get into office and things will sort themselves out.

Following CAN’s suggestion that Buhari should observe“ethnic and religious” balance in future appointments, I suggest that slots should be reserved for atheists as well. They too deserve representation.I know that such a suggestion immediately puts us in a messy terrain. Who is a “Christian” or “Muslim” in Nigerian politics anyway? The Nigerian political class is mostly composed of moral nihilists, or at best, agnostics. The others mix their putative religion with patronisingBabalawosin their shrines at night. During the day, they all claim a Muslim or Christian religious identity because they have no choice. All political appointmentsare distributed between both sides; there is nothing ever set aside for those who fall outside the religious boxes.

I acknowledge that there are many religious movements outside the Christian/Muslim dichotomy and they also deserve to be represented in government. However,we have to be mindful of the fact that too many faiths will stall appointments. In 2015, it took six months to select 18 Christians and 18 Muslims. We do not need that kind of slow motion this time. Besides, the Babalawos are already represented through proxies — thepoliticians who go to shrines to optimise their access to supernatural power by mixing and matching the Abrahamic God with Africanist beliefs. Atheists are the only ones who have been consciously left out ofthe party and there are many good reasons they deserve a seat at the table.

One, atheists do not have a smokescreen that enables them to falsely propagate virtues they do not have. If an atheist in apolitical office turns out to be as corrupt as their religious counterparts, it is easier to take them down. We will not have to blow their religious decoy to reveal their hypocrisy. They are not superstitious. So they are not going to blame a money-eatingsnake; nor are they going to attribute their susceptibility to temptation to Satan. They will admit they did it because they toowant to enjoy the good life. Simple.

Two, since they will not be going to churchor mosque for any reason, they are not likely to loot public funds as much as those who wear their religion with their agbada robes. They donot have any religious leader to “settle,” andnobody is going to ask them to donate a building to their church or mosque. Think of how much money Nigeria will save if the corruption pipeline that runs from public offices toreligious houses were cut off.

Three, if an atheist rigs an election, he will keep the illegitimate victory to himself, at least. He will not go to church to share a “God did it” testimony. Nigerian politicians attribute their victory at the polls to God, even when they rob the collective wealth to fund those elections. By going to church or mosque to register their gratitude, they are legitimising a lie and manipulating people. Atheists will not do that.

Four, atheists will approach their work with far more clear-headedness since theydo not believe that any God is guiding their affairs. They will not ape a minister whose chief requirement before appointments is “fear of God.” Also, becausethey know they do not have a godfather, there is the marginal possibility they would be better behaved in government.

Five, there are not enough atheists in the world at present to form a religious movement. For the most part, they walk alone. The upside is that there will not be organisations like either CAN or MURIC to canvass for anything on their behalf.

Six, and this is important – atheists will be invaluable to the government because they typicallyquestion received knowledge. They do not attribute human phenomenon to some supernatural force. They are quite rational. It is no coincidence that some of the most developedcountries in the world today are full of atheists, while the ones that are religious by default are, by all indices, mostly backward. There is a correlation between giving room for probing questions.
I could go on and on, but you should be convinced by now that atheists deserve cabinet positions because their atheism is enough merit to qualify them for the job. If Christians and Muslims can advance such logic, then we should extend it to atheists as well. It is only fair. By the way, I believe that Nigeria probably has more non-believers than believers. However, because most social goodies are divided based on religion, many people indulge in the rituals of worship to a God they do not care for. It is time to open the religious closet and free our politicians from their hypocrisy. There are multiple benefits to be derivedfrom such openness. Nobody will be disqualified for a position they might actually qualify for on account of not being either Christian or Muslim. Even much better, nobody has to pretend they believe in God so they can be appointed to such positions. And the best part of it? People like Prof. Akintola and the leadership of CAN willgo find another job.

Robber Kills Colleague While Sharing Loot In Yenagoa, Bayelsa (Graphic Photo)

Member of a robbery gang in Yenagoa, Bayelsa State, was shot dead by his colleague while they were sharing their loot of the day.

It was gathered that on 18th February 2019 a six-man robbery gang led by one Ogilivie who is still at large burgled a house and stole a generator plant which they sold.

Reports learnt that in the course of sharing the money, one of the robbers, Gielaemi Ben ‘m’ 19 yrs, protested that he was given the smaller amount and the principal suspect, Oginivie, shot him dead afterwards.

The shot robber reportedly slumped and died immediately, a development, which caused confusion for other colleagues, who had no choice than to abandoned him there and fled the scene.

According to CP Sholla David, the Commissioner of Police, Bayelsa State Command, in course of the investigation, a team of policemen caught with one of the suspects, Isaac Organ, was later arrested in Yenagoa after a fierce shootout with the police.

“In the course of the investigation, operatives went to arrest one of the suspects, Isaac Ogan, who engaged the Police in a shoot-out. He was shot on the leg, and a locally made pistol was recovered from him.

“The other suspects Victor Meremunya ‘m’ 30 yrs, Pereowei Ibiagbe ‘m’ 23years, Tibolayefa Louis ‘m’ 23years, Gift Samuel age 22years have been arrested and detained, while the principal suspect Ogilivie is at large.”

We note with immense joy that the judgement was delivered with the highest judicial focus and aptness as the presiding Judge, Honourable Justice A.R. Mohammed pointedly faulted the process that declared Nwaoboshi the PDP senatorial candidate against the lawful winner of the primary election, Hon. Ned Nwoko.

Today we are victorious .

The widespread jubilation that greeted the landmark judgement among our people across political,social and religious cleavages remained overwhelming and humbling.

Buhari Is Yet To Sign N30,000 Minimum Wage Bill — Presidency

Nigeria's Presidency has revealed that contrary to reports, President Muhammadu Buhari is yet to sign the N30,000 minimum wage bill. This disclosure is coming after the Senate concurred the earlier decision of the House of Representatives, which passed the bill before the National Assembly shut down its operations to enable lawmakers to participate in the 2019 general elections, beginning from February 16.

Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang who spoke on behalf of the Presidency disclosed that Buhari is yet to sign the N30,000 minimum wage bill and according to him, signing of bills was not done in secrecy. Though he confirmed that the bill which captured N30,000 as the new national minimum wage had been transmitted to Buhari by the National Assembly, he however stated that the President is yet to sign the bill on the grounds that there were operational procedures to be followed.

He told Punch “The bill has been transmitted to Mr President; that I can confirm. Right now, the bill is undergoing standard presidential, operational procedures in respect of bills. We are within time. At the appropriate time, Mr President will take a decision and make it public. Therefore, the report that Mr President has already signed the bill is not correct.”

Ethiopia Releases Report Into Fatal Boeing MAX 737 Crash, Blames Manufacturer

Both the government and the airline said the Ethiopian authorities preliminary report showed that the doomed jet’s crew followed the guidance provided by Boeing on how to fly the plane.

They also used its flight control systems, heaping the blame largely on the manufacturer.

“The March 10 crash of Ethiopian Airlines Flight 302 killed all 157 passengers and crew on the Boeing 737 Max 8 jet.

“Data has shown significant similarities between the crash and the Lion Air disaster in October when the same model of the plane crashed soon after take-off.

“All Boeing Max jets have been grounded worldwide as the investigations continue.

“Ethiopian officials say the pilots followed instructions provided by Boeing.

“Ethiopian Airlines says the initial report clearly showed its pilots followed the guidance provided by Boeing and approved by the FAA,’’ the report said.

Aviation authorities around the world grounded Boeing 737 MAX aircraft after the Ethiopian Airlines crash on March 10 left 157 people dead.

The same Boeing model was involved in a Lion Air plane crash in Indonesia in October that killed 189 people.

Data from the black box of the Ethiopian jet show similarities between the two crashes.

Osun Polls Result Protest: Court Orders Saraki, Melaye To Honor Police Invitation

The Federal High Court in Abuja, on Thursday, ordered the Senate President, Dr. Bukola Saraki; Senators Dino Melaye and Ben Murray-Bruce to immediately honour the invitation for questioning over their roles in the October 5, 2018 street procession staged in Abuja by the Peoples Democratic Party.

The three senators were part of the PDP leaders who led the protest which held some days after last year’s governorship election in Osun State was declared to have been won by the All Progressives Congress.


Alleging that the security agencies, including the Police, colluded with the APC to rig the earlier governorship election in Ekiti State and the one later held in Osun, the senators had led a protest to the Independent National Electoral Commission’s office in Abuja, demanding a free and fair election in 2019; and were on their way to the Force Headquarters when policemen dispersed them with teargas.

Delivering judgment on Thursday, Justice Okon Abang dismissed the fundamental human rights enforcement suit filed by Saraki, Melaye and Murray-Bruce who had been invited by the Police to answer questions in relation to the protest.

The senators had sought the court’s order nullifying the October 6 and 8, 2018 letters of invitation by the Police.

They had also, in their suit filed on October 8, 2018, claimed that the Police invitation amounted to harassment, intimidation and an attempt by the Police to detain them unlawfully.

They prayed for, among others in the suit, the court’s declaration that the act of the Police dispersing their procession using tear gas was a violation of their various rights, and sought an order awarding them N500m as “exemplary and pecuniary damages.”

Justice Abang, in his judgment on Thursday, upheld the case made out by the Police by dismissing the applicants’ suit for lacking in merit and awarding the cost of N50,000 against the three applicants.

He held that a mere invitation by the Police, which are empowered by Section 4 of the Police Act to detect and investigate crimes, could never amount to harassment or intimidation.

Abang further held that the Police, having alleged in their response to the suit that the PDP procession was dispersed following the protesters’ riotous and criminal conduct, the law enforcement agency had the power to invite suspects for questioning.

He ruled that the Police invitation extended to them remained valid and subsisting, adding that it was the outcome of their honouring the invitation that would determine if their rights had been violated.

Abang ruled, “The court cannot restrain the Police from carrying out their statutory function; and in this case, they have acted within the provision of Section 4 of the Police Act.

“They issued the letters dated October 6 and 8 inviting the applicants for questioning over their roles in the procession of the Peoples Democratic Party that held on October 5, 2018. The Police acted in public and national interests.

“The letters of invitation dated October 6 and 8, 2018 remain valid and subsisting. The applicants shall respond and report to the Police without fail.

“It is the outcome of the applicants’ honouring the invitation that would determine if their rights have been violated; certainly not before honouring the invitation.”

Dangote Blasts State Governors For High Poverty Rate In Northern Nigeria

Aliko Dangote who spoke at the 4th edition of the Kaduna Investment Summit (KadInvest 4.0) in Kaduna on Wednesday, blasted state Governors who according to him are responsible for the high poverty rate in Northern Nigeria.Aliko Dangote who is Africa's richest man, blasted Northern Nigeria state governors who he accused doing little to end the high poverty rate in the region. He noted that 60 per cent of northerners lived in extreme poverty, saying it was unacceptable for a people with vast arable land for agriculture to live in poverty.

According to him: “Nigeria is ranked at 157th out of 189 countries on the human development index. While the overall socio-economic condition in the country is a cause for concern, the regional disparities are in fact very alarming. In the North Western and North Eastern parts of Nigeria, more than 60 per cent of the population lives in extreme poverty.

“It is instructive to know that the 19 Northern states which accounts for over 54 per cent of Nigeria’s population and 70 per cent of its landmass, collectively generate, only 21 per cent of the total subnational IGR in the year 2017. Northern Nigeria will continue to fall behind if the respective states governments do not move to close the development gap.

“And that is why we are always saying the biggest challenge that we have and what we have been praying for is to have 10 governors like Mallam Nasir El-Rufai to move the northern Nigeria forward. Closing the gap requires multi years investment and government will not be able to raise the require capital funding, only the private sector can raise the capital to fund the level of investment that this country needs."

THE Peoples Democratic Party (PDP) plans to poach 13 All Progressives Congress (APC) returning and new Senators to forestall the emergence of Senator Ahmad Lawan as the President of the 9th Senate President, APC sources have said.

A source said two Senators approached to be arrow heads of the plans alerted the party hierarchy and Lawan’s campaign team.

The two senators, one a returning and the other just elected, said a source, were expected to lead PDP to their colleagues from Adamawa, Taraba, Ekiti, Bauchi, Gombe, Kano and Kebbi states.

The PDP, said our sources, are working for an APC Senator from Gombe.

A ranking Senator said: “At the moment, Lawan is the candidate to beat, using well known international parliamentary best practices and parameters.

“All odds are in his favour in terms of experience in the administration of the legislature. He has been in the National Assembly in the last 20 solid years. His achievements at the Committee level are unassailable. Remember the engine room of legislation is the Committee stage. Don’t forget he has a Phd.”

A senator-elect, who turned down the PDP offer, said: “In all parliaments, be it in the Presidential System or Parliamentary System the world over, leadership or presiding officers emerge based on their experiences as leaders of the caucuses. Thus, when a party gains a majority after a general election into Parliament, the leader of the caucus of such a party in the legislature transforms to be the President or Speaker of such parliament in a seamless process. It is an established practice and all stakeholders should make sure we act in conformity with the international standard in this respect.

“They also discussed with us the revival of the ‘Like Minds Group’ of 2015 and their various social media campaign of calumny, most especially their deliberate attempt to link a National Leader of APC, Senator Bola Tinubu, to the emergence of Senator Ahmad.”

Meanwhile, the Initiative for Demonstrating Change in Nigeria (IDCN), a pro Buhari group, backed Lawan’s aspiration.

The, group, therefore, urged members-elect of the National Assembly to support the decision of the ruling All Progressives Congress (APC) to elect Lawan as Senate President and Femi Gbajabiamila as Speaker of the Federal House Representatives.

Mr Chinedu Ogah, the National Coordinator of the group, who spoke to reporters in Abakaliki, said the contributions of Lawan as the Majority Leader of the 8th Senate were far reaching as they boosted the unity of the country.

Ogah said: “Ahmed Lawan has displayed maturity as the true leader that will unite the national assembly.

” He is a lover of democracy, intelligent, humble and believer in one Nigeria. We should elect him as the Senate President because he has displayed that he does not put party interest above national interest.”

A strange thing happened yesterday as a woman tried to use her child to collect a "loan" of N20,000 in Sapele area of Delta state.

The woman who claimed that the baby's father is based in America, said she wants to drop her daughter as a collateral in order to obtain the said amount as loan.

She said she wants to travel abroad to meet her child's father and when she returns, she will carry her baby and pay back the N20k loan.

Those who listened to the woman's story feel that she might be mentally unstable while some said she may be looking for an opportunity to abandon the baby and flee with the money.

How Sex Worker Escaped Being Used By Ritualist In Oyo

A middle-aged sex worker on Wednesday narrated how she managed to escape being used for money rituals by suspected internet fraudsters.

The lady whose name and identity was preferred to be made anonymous for security reasons narrated her ordeals while been kept in custody by security operatives in Ibadan, the Oyo state capital.

In a statement during the handing over of two suspected internet fraudsters to the operatives of the Economic and Financial Crimes Commission, Ibadan Zonal Office, the middle-aged woman said she had joined the boys alongside some other friends from a club to pass the night with the boys unaware of their antics and intentions.

The suspects, Sanusi Azeez Toba and Osho Olalekun Micheal, arrested at Kolapo Ishola, Akobo area of Ibadan were handed over to the Oyo State’s special anti-crime patrol outfit codenamed, “Operation Burst”, after the escaped victims reported the matter to them.

She added that she had to jump down from a two storey building where she and others were taken hostage and later scale a fence when she noticed the boys were acting funny in the middle of the night.

She said “We met at the club last night and we all went back to their apartment to sleep over. At some point I noticed some funny movement and saw them with a calabash (a native pot).

“That was when I knew they were ritualists with the intention to use me for rituals. So I jumped off the two-storey building, and off the fence. I then reported the case to the ‘Operation Burst’”

Preliminary investigations have also revealed that the suspects have various incriminating documents stored in the laptops and phones recovered from them at the point of arrest.

The development is coming even as operatives from the Ibadan Zonal Office of the Commission also on Wednesday, arrested another twelve suspected internet fraudsters, popularly known as ‘Yahoo-Yahoo Boys’

While six of the suspects were arrested at 2nd Pipeline, Ologunerun, Ibadan, the other five were picked up at a location in Ijebu-Remo, Ogun State.

Those from Ibadan are Akinbinu Akinfemi, Wasiu Adeyemi, Idowu Samson, Tijani Usman, Saheed Eniafe and Adeyi Victor.

Benson Gospel, Abdulazeez Gafar, Agbumabiwon Abiodun, Abayomi Awotedu, and Bukayo Abiodun were apprehended at Ijebu Remo.

Ranging between the ages of 17 and 29 years, the alleged fraudsters’ arrests were occasioned by petitions from their neighbours, detailing their alleged fraudulent activities.

The alleged acts include love scam and other forms of internet fraud through which they obtain money from unsuspecting victims.

Items recovered from them include laptops, mobile phones and several documents containing false pretences.

“All the suspects will be charged to court as soon as investigations are concluded”, a source within the Ibadan zonal office of the commission noted.

A 17-year old girl has accused a pastor of introducing her to alcohol and repeatedly having sex with her even in her father’s house.

Speaking in tears, the victim whose name was withheld by the police, revealed that the resident Pastor of the Amagba branch of the Living Faith Church a.k.a Winners Chapel, Pastor Kingsley Emeka Mokwunye, started an affair with her last year September, shortly after she finished her secondary education.

Narrating her ordeal, she said;

“He used to call me to advise me to stay away from boys, to live a good life and always respect my parents. I took it like he was my own father that I could trust and tell him anything I want to say.

“That was how he started calling me, talking to me till it got to a time he told me that he likes me. I took it as a normal thing. He started taking advantage of me. He tells me I do not know what he is doing for me. He started showing me things I have not seen before and took me to places I have never been to. That was how it started. He was the first person to show me how condom looked like. He taught me how to take alcohol. He told me not to tell my parents. He said they will understand what he is doing. He slept with me many times including our house when my parents are not at home.

“Thinking about the thing has affected me educationally. I could not read. The whole thing was disturbing me. When I told his wife, she said I was lying and told me to come to their house and repeat it before her husband. I want Pastor Kingsley to go to jail. I was always shocked anytime I am in church and see him preaching. I was afraid of telling my mother what was happening”.

Her father, Mr Paul Obidah, who serves as a board chairman of the church branch, said he was shocked that a Pastor he trusted so much could do such an evil thing to his only daughter. He said

“I have been in the church for the past 27 years. I started the church in Kaduna State. Abioye led me to Christ. I have been in Kaduna all these years. It got to a time. I decided to relocate home. We have been in Bénin serving God with our heart. Many pastors have come to the branch and go. I see the pastors as Oyedepo, the founder of Living Faith. There was a day Pastor Kingsley came to my house, I could smell alcohol from his breath.

“One day, his wife came and said she wants to see our daughter. I left her to discuss. I heard my daughter telling her she has something to tell her. The next day, the woman came and told me she has seized her husband’s phone because of the calls her husband was making to my daughter. I just said maybe it was a family friend matter. She said he went to pick my daughter at school, I said maybe he bought her ice cream.

“I was sleeping when something struck me to ask my daughter what is happening. I called and asked her to open up to me. She began telling me how the Pastor used to make love to her in my own house. The different hotels he took her to. She said it was a burden to her. She said she does not know what the pastor gave to her. This is a Pastor we trusted. We talked and do everything as a family. I didn’t know he has been doing this nonsense in my house. This is a girl that does not go out. She has been in”
