"In Lagos Civil Service, It Is Goodbye ‘Hard-work’"

A new order has started unfolding in Lagos State civil service. The new wave emanated from the decision by the Babajide Sanwo-Olu-led administration to jettisoning the statutory procedures in civil service and popular axiom, ‘hard work pays.

And the administration’s resolve to discourage hard work for mediocrity came from its decision to approved removal of Permanent Secretaries, heads of agencies and Directors for kicking against any sharp practices in the State civil service.

But the need for a mediocre and corruption free civil service in Lagos State further strengthened by the immediate past governor, Akinwunmi Ambode, has allegedly suffered severe setbacks, leaving several civil servants to wonder reasons for the sudden shift in administrative style.

Under the previous administration, several leakages that reduced government efficiencies were blocked using some Permanent Secretaries, Heads of Departments and Agencies, assisting the government to save over N3 billion monthly.

And rather than the present administration sustains the strategy with the crops of civil servants that prevented the state from bleeding continuously, stopping their colleagues from diverting taxes and revenues into personal accounts, they have either been eased out of the service or deployed to offices where they will be redundant and replaced with those that could facilitate return of the old order.

According to investigation conducted by our correspondent, the Tutor-General/Permanent Secretaries and Directors were redeployed at different times to erase any doubt that the redeployment was done with any plan to witch-hunt the staff that had worked tirelessly for development of Lagos State.

During the investigation, it was learned that the Permanent Secretaries were transferred before August 19th, when Governor Sanwo-Olu swore in another set of newly appointed nine Permanent secretaries including the former General Manager of Lagos State Traffic Management Authority, LASTMA, Mr. Wale Musa and former General Manager of Lagos State Building Control Agency, LASBCA, Engr. Lekan Shodeinde.

Sources said that the redeployment of the Permanent Secretaries were also approved by the governor after receiving persistent briefs from the Head of Service, HOS, Hakeem Muri-Okunola, who ensured that his wishes on the redeployment come to past.

A Tutor-General/Permanent Secretary, apparently not satisfied with the redeployment that demoted her, disclosed authoritatively to our correspondent that his major crime before the transfer was her refusal to allow corruptible act to hold and reversal of those that had taken place before her assumption in office.

Another Permanent Secretary, Dr. Taiwo Salaam, who had for several years embarked on local and international seminars and workshops on Transport Management, was also redeployed to Local Government and Chieftaincy Affairs, which many could not justify reasons for his redeployment and replaced with Musa, who had been an administrative officer for several years.

Sources said Taiwo offence was that he raised objection to Muri-Okunola’s decision on redeployment of some staffs from the ministry, arguing that the government had sent them on different training and were about implementing all they learnt during their stint outside the shores of the country.

Also, two Permanent Secretaries names were excluded from the redeployment but their seats were currently vacant, raising concerns among staffs even as sources claimed that they have resigned after realizing that the HOS had started embarking on some strategies to witch-hunt them.

Besides, in the ministry of Information and Strategy, it was reliably gathered that no fewer than 15 directors were already due for promotion as Permanent Secretaries but were currently denied access, an act linked to Muri-Okunola. This is also unsettling the ministry.

Also not spared from the wrath of the HOS, who is the youngest to occupy the coveted seat in Lagos, were directors that have had encounters with him before he assumed office and after the governor was sworn in.

A check on their redeployment revealed that the HOS, not minding the statutory cadre that existed in some of the agencies the directors hold, approved their transfer in a circular with reference number 049 signed on August 7th, ending any opportunity to introduce novel strategies in their chosen career.

Among the agencies that have special Cadre system is Vehicle Inspection Service, VIS. This indicates that staff under this agency cannot be redeployed until they assumed the post of Permanent Secretary. This was one practice not jettisoned when VIS was upgraded from Vehicle Inspection Officers, VIO about seven years ago. The former governor, Babatunde Fashola, now minister of Works and Housing, made it full fledge agency after several years of been a department under the ministry of Transportation.

The cadre system, experts said, was to ensure that the personnel were not transferred like other civil servants due to the training they were often demanded to embark upon and to sustain professionalism.

With this present system, none of the Staff has attained that status in the agency; which required that status quo at the agency’s hierarchy would remain. And the most senior officer in the agency is the former director, Gbolahan Toriola; should remain head VIS.

But rather than allow the cadre system operates independently as it had been before now, Muri-Okunola, tampered with it in the circular sighted by our correspondent, removing Toriola, who had been trained by government locally and abroad, has started implementing the knowledge acquired to solve Lagos challenges.

One of the major innovations introduced by Toriola was the Automatic Number Plate Recognition (ANPR), a technology that reduces interference between motorist and VIS officers. This technology captures vehicle number plate, conduct verification on the vehicle and issue ticket when necessary to the motorist.

Under his supervision, he facilitated the introduction of autoreg.com system and boosted the agency’s revenue from N175.8 million in 2007 to N2.24 billion in 2018.

Some staffs lamented that Muri-Okunola, however, threw all these achievement into thrash can and ordered his redeployment to Ministry of Works and Infrastructure, where his service cannot be effectively used and ordered that Fashola Akin-George replace him immediately.

In the circular sighted, while others including Toriola’s date of deployment to the position was stated, Akin-George’s date of assignment to his previous post was not stated rather the HOS categorically stated that he should be made to head the agency.

Meanwhile, staff of VIS disclosed that Akin-George came into the agency two years ago and had practically no knowledge of the agency nor had he spent over five years in service.

Poking further into the twist that had unsettled the Transport family, a top civil servant official narrated that Toriola was seen as a wall preventing some officers of the agency from having their way in graft practices.

Also listed as Toriola’s offense was his redeployment of one Kazeem Animashaun, a relative to the Oloja of Epe, Oba Kamorudeen Animashaun, over alleged sharp practices, to Agbado Oke-Ode Local Council Development Area, LCDA.

The redeployment stood under the Ambode’s administration. But weeks after the inauguration of the incumbent governor, a top official disclosed that Muri-Okunola directed that Toriola fix Kazeem up to his preferred unit as head.

It was learned that the alleged atrocities committed by the officer was presented to the HOS. And rather, he rebuffed and insisted that the directive be carried out immediately. While Toriola was still trying to device strategy to implement the directive, Muri-Okunola threatened to institute disciplinary action against him. And to save his job, Toriola was said to have reversed the earlier redeployed on Kazeem.

Aside that, the source told our correspondent that Toriola was also axed for quoting and implementing the traffic law that restricted technology-driven commercial motorcycle operators especially GOKADA, Opay and others, from plying over 400 roads including bridges and others.

Both issues, according to the sources, affected allies of the HOS and threatened his investment and other top government officials in the commercial motorcycle operation in the state.

Xenophobia: ‘Act Now Or Have Yourself To Blame', Minister Tells S’African Govt

Minister of Youth and Sports, Mr Sunday Dare has condemned the recent Xenophobic attacks on Nigerians living in South Africa, Igbere TV reports.

Igbere TV had previously reported that properties worth millions of naira, belonging to Nigerians in South Africa, were set ablaze by South Africans.

A viral video sighted by Igbere TV on Monday also showed several shops being looted by the angry South African citizens in their large numbers.

President of the Nigeria Union in South Africa, Adetola Olubajo, said the attacks began on Sunday morning in Jeppestown area of Johannesburg.

Mr Olubajo said in a statement on Monday that the mob “looted several shops that were around the vicinity suspected to be owned by foreign nationals.”

Reacting to the development on his verified Twitter handle, the Minster called on the South African government to act now or have itself to blame.

“The most recent xenophobic attack on Nigerians is unacceptable and condemnable. These attacks now a routine expose the ugly underbelly of the South African system. The South Govt better stem this whirlwind now or it will have itself to blame”, he wrote.

Govt Presents N10m Cheque To Dead LASTMA Official’s Family

Lagos State Government on Tuesday presented a N10 million cheque to the relations of a Lagos State Traffic Management Authority (LASTMA) official, Folashade Arogundade, killed by a truck on May 25.


Presenting the cheque to the husband, Mr. Tunde Babajide and her younger brother, Mr. Adekunle Arogundade, Special Adviser (SA) to the Governor on Transportation Mr. Oluwatoyin Fayinka said the donation was in fulfilment of the promises of Governor Babajide Sanwo-Olu when he paid a condolence visit to the bereaved family.

He said although the state and especially LASTMA missed the services of the late officer, who was respected by her colleagues, the gift was to show the governor’s commitment to the welfare of civil servants.

Fayinka urged the beneficiaries to utilise the money.

The SA said a cheque of N5million was written to cater for the education of the deceased’s 18-month-old baby.


He suggested that it should be deposited in an account to be jointly managed by the husband and a relation of the deceased.

A cheque of N3million was handed over to the deceased’s relation, while N2million cheque was given to the husband.

Permanent Secretary Ministry of Transportation Mr. Olawale Maroof Musa said the death of the LASTMA official was sad.



He added that as part of his commitment to the welfare of civil servants, Governor Sanwo-Olu had led a high-powered delegation to the bereaved family to commiserate with them.

Mr. Babajide thanked the governor for his magnanimity and LASTMA for the privilege his family has enjoyed.

He prayed God to guide the governor aright in the task of building a safe and prosperous state.

The deceased’s younger brother, Mr. Kunle Arogundade, who received a cheque of N3million on behalf of her family, thanked the governor for remembering the family in their period of grief. He prayed that such an unfortunate incident would not be recorded in the traffic agency again.

Buhari Govt. Finds Silver Bullet To Shoot Down $9.6b P&ID Claim

The Buhari administration may have found a silver bullet to shoot down the $9.6billion world record claim against Nigeria’s assets by Irish company Process and Industrial Development(P&ID).


According to reports, the rock-solid defence is contained in a UK law, that gives immunity to Sovereign states. Going by the law, P&ID should not even have dragged Nigeria to any arbitration or a commercial court, to try to milk Nigeria of hard-earned revenue.

But first of all, Nigeria intends to file a stay-of-execution of the judgment at the end of the month when the UK courts resume and has opted not to negotiate any deal with P&ID.

Thereafter, the government will file an appeal based on the extant law of the United Kingdom.

UK’s State Immunity Act 1978 (the Act) bars UK courts from confiscating assets of a foreign state without the consent of that state, gives it a leeway in the matter.

In an illuminating article on the law published in March this year, Quinn Emanuel Urquhart & Sullivan LLP (the largest law firm in the world devoted solely to business litigation and arbitration, said the Act allows a written consent of a foreign state before the enforcement of a judgment which could lead to seizure of assets or freezing of accounts.

The article was titled “Sovereign Immunity in the United Kingdom—Lexology”

The law firm wrote: “Section 13 (2) of the Act provides that: (a) relief shall not be given against a State by way of injunction or order for specific performance or for the recovery of land or other property; and (b) the property of a State shall not be subject to any process for the enforcement of a judgment or arbitration award or, in an action in rem, for its arrest, detention or sale.


“Pursuant to section 13 of the Act, state assets ‘shall not be subject to any process for the enforcement of a judgment or arbitration award or, in an action in rem, for [their] arrest, detention or sale’ unless the state has provided its written consent (see, for example, Gold Reserve Inc v Venezuela [2016] EWHC 153 (Comm), finding that Venezuela had submitted to arbitration in writing by entering into a bilateral investment treaty (BIT) with Canada) or the assets in question are ‘in use or intended for use for commercial purposes’ (section 13(2)-(4)). These provisions apply in respect to states alone as defined in section 14 of the Act, and do not therefore extend to separate entities (see question 8 ) .

“This provision is subject to sections 13(3) and 13(4) of the Act. Pursuant to section 13(3), a state may provide written consent to the grant of any relief against it. It follows that a state may consent to the grant of interim or injunctive relief against it; however, the mere submission to the jurisdiction of the UK courts does not constitute such consent.”

According to The Nation, the decision by Nigeria to anchor its defence on this law, was taken at a meeting chaired by Vice President Yemi Osinbajo at the Presidential Villa in Abuja this week.

It was attended by Finance, Budget and National Planning Minister Zainab Ahmed; Minister of Justice Abubakar Malami (SAN); Minister of Information Lai Mohammed; and Minister of State for Petroleum Timipre Sylva.

Others are Minister of State for Niger Delta Affairs Festus Keyamo (SAN); Group Managing Director of Nigerian National Petroleum Corporation (NNPC) Mele Kyari; Acting Chairman of the Economic and Financial Crimes Commission (EFCC) Ibrahim Magu; and Governor of the Central Bank of Nigeria (CBN) Godwin Emefiele.

The Federal Government’s team, made up of many lawyers, met with an American lawyer alongside Mr. Bolaji Ayorinde (SAN), who has been central to the handling of the case with P&ID.

Vice President Yemi Osinbajo says attacks on Nigerians in South Africa are absolutely unacceptable, reckless and unreasonable. Osinbajo’s spokesman, Laolu Akande, in a statement in Abuja, quoted the vice president while fielding questions from reporters on Tuesday in Kano on the xenophobic attacks against Nigerians in South Africa.

The vice president said the violence was reckless, unfortunate, and against the ideals South African leaders fought for.

Osinbajo recalled the role Nigeria played in pulling down apartheid in South Africa. According to him, the recent attacks are condemnable. “It is very sad and very unfortunate that the lives and livelihoods of Nigerians living in South Africa are once again being destroyed with such wantonness and with such carelessness and recklessness.

“It is unfortunate because Nigeria and Nigerians invested a great deal in the pulling down of apartheid. “Besides, these acts of bigotry are entirely contrary to the very ideals that all the great South African leaders, including the present president fought for, and for which many gave their lives.

Xenophobia: Burna Boy Promises To Never Set Foot In SA Till SA Government Acts

In a series of tweets, African giant, Burna Boy has reacted to the recent xenophobic attacks on foreigners in South Africa.

In the first tweet, Burna Boy mentioned how the attacks ended his absence on social media. He said "Ok. I have been away from social media personally until today. Ordinarily at a time like this, I should come here and say something to try and calm the situation because my Dream has always been to Unite AFRICA and make us realise that Together we will Literally rule the world..."

Burna Boy, who could not hide his displeasure to the killings of Nigerians in South Africa, stressed that; " But Today After watching the Killing of my people in South Africa the same way we have all watched it happen a few times in the past. Bleep ALL THAT! I personally have had my own xenophobic experiences at the hands of South Africans and because of that....."

To further show his displeasure, BurnaBoy who said he has not been to South Africa since 2017 promised to never set foot in the country again until the South African government acts.

In his words; " I have not set foot in SA since 2017. And I will NOT EVER go to South Africa again for any reason until the SOUTH AFRICAN government wakes the Bleep up and really performs A miracle because I don’t know how they can even possibly fix this."

He went on to say " This goes against everything I stand 4, but at what point do we take action? I understand that years of Oppression has confused South Africans to the point where they see the pple who came to their defence during their Oppression as their Enemies and then worship their oppressors. "

Gov Fintiri Flees As Gunmen Invade Venue Of Kogi PDP Primary

Adamawa State Governor, Alhaji Ahmad Fintiri escaped death in the early hours of Wednesday when unknown gunmen invaded the venue of the People’s Democratic Party primary.

Fintiri was the Chairman of Peoples Democratic Party primary held on Tuesday at the Confluence Stadium, Lokoja.

Delegates voting and counting had extended into early hours of Wednesday.

Our correspondent who witnessed the incident reports that counting of votes which started at exactly 11pm on Tuesday was in progress when gunmen stormed the venue shooting sporadically while Fintiri was counting the votes.

There were ten ballot boxes being sorted and counted and Fintiri was on box number 8 at around 1.15am when the shooting started.

The Governor was immediately whisked away by his security details and was later driven out of the stadium at about 3 am.

Although the number of gunmen could not be immediately ascertained, a security operative who also took cover under an SUV belonging to one of the aspirants said that they were up to twenty.

EFCC Recovers N1bn From Ponzi Scheme Suspects In Rivers

The Economic and Financial Crimes Commission (EFCC), Port Harcourt Zonal office, has recovered N1 billion from suspected Ponzi scheme fraudsters in the zone.

The head of the zonal office, Abdulrasheed Bawa, who disclosed this at a media briefing in Port Harcourt yesterday, said the commission recovered the said amount out of N2 billion the suspects collected from their victims.

He said men of the commission, after surveillance activities, arrested the suspects who, he said, promised their victims 10% monthly returns and payment of the principal after six months.

He said the suspects convinced their victims that they were into foreign exchange and crypto currency trading. Bawa also stated that the zone, in the last eight months, recorded 149 convictions, made N268,934,375.75, $2,012,568.00, and £15,000 recoveries while 162 cases are still pending in court.

Controversy hits invasion of Umahi’s Abuja home

Political thugs on Monday allegedly broke into the Abuja home of Ebonyi State Governor David Umahi.

However, the alleged invasion has sparked controversy as some of the governor’s close associates believe those who broke into the house were police.

The hoodlums, who allegedly invaded the house at about 6.30am, allegedly wanted to plant arms and ammunition in the house to implicate Umahi.

The alleged invasion, our correspondent learnt, might not be unconnected to the recent position of the South-East Governors’ Forum headed by Umahi on Fulani herdsmen.

A source, who spoke to The PUNCH on condition of anonymity, said, “Thugs, suspected to be police were dispatched to Governor Umahi’s house in Abuja on September 2 at 6.30am to search and likely drop guns and money to silence the voice of the Chairman of the South-East Governors’ Forum and Ndigbo.

“The occupants of the house and police on duty were harassed and some were asked to lie on the floor and they did, while the operation lasted.”

Force Police Public Relations Officer, DCP Frank Mba, said he was out of Abuja and could not confirm the incident as of the time of filing this report.

The House of Representatives Committee Chairman on Reformatory Institution and member Representing Ezza South and Ikwo Federal Constituency in Ebonyi State, Lazarus Ogbee, condemned the alleged invasion of Umahi’s home.

In a statement by his media office in Abakaliki, the lawmaker said the attack was aimed at implicating the governor, calling on the Inspector-General of Police, Mohamed Adamu, to investigate the incident.
