Petrol Subsidy Back, FG In Dilemma How To Keep Paying Difference

Petrol subsidy is back. The Nigerian National Petroleum Corporation has been offsetting for months the difference between the landing costs of petrol and the pump price.

In series of interviews with knowledgeable players in the sector, NAN can report authoritatively that the landing costs per litre of petrol is higher than the price Nigerians pay at the pump.

According to a source, who is a staff of the Ministry of Petroleum Resources, government being a listening one has been quietly bearing the differential.

“The landing costs hovers around N160 to N165. The marketers buy from us and so the government bears it because it feels it will be unfair to make the consumer pay the difference.
“With the current recession, the government will not want to burden the people with a price hike,’’ the source said.

Both the NNPC and the government are also concerned by the recent smuggling of petrol across the porous Nigerian borders to Chad and Niger, where a litre of petrol goes for over N400, compared to Nigeria’s N145.

A staff of the Petroleum Products Pricing Agency (PPPRA), who also preferred anonymity, said the marketers had no moral right to divert fuel meant for the people.

“For now Forex is a big issue,’’ the source said adding that “but the NNPC sells virtually everything it imports to them. So no marketer has any right to divert fuel.”

“If indeed the product is being sold for N400 in Niger Republic like you said, the Nigerian marketer has no right to look there.

“This is because NNPC is paying the difference just because it wants every Nigerian to have easy access to the white products.

“The fluctuating foreign exchange has not helped matters, but even the marketers cannot complain because government bears the brunt of the whole thing’’, the source reiterated.

However, a source at the NNPC fears that government may find itself overburdened by the subsidy as the economy is still caught in a web of recession.

“Soon the government may not be able to pay the price difference again because it runs into billions of naira”, said the source.

“Recall that at a workshop last year, an engineer with the corporation had said partial deregulation was unreasonable, he was right.

“The solution is full deregulation. Let the consumer feel it once and for all. This politics of walking around the problem won’t help at all’’.

On May 11, 2016 the Federal Government, through the PPPRA, had announced a new petrol regime of N135-N145 from its previous price of N97, which was heavily subsidised.

This increase led to various economic emergencies that affected all sectors and since Nigeria operates an oil-dependent economy, the impact was felt on external reserves, exchange rate, gross domestic product and inflation rate.

The Minister of State for Petroleum, Dr Ibe Kachikwu, had at the time said he would prefer to use the word liberalization rather than deregulation.

Kachikwu said the major plan of the Federal Government was to stop importation of petroleum products in the long term.

The global oil benchmark, Brent crude, which was trading around $41 per barrel when the petrol price was increased, is now $55.64 per barrel. (NAN)

Transcorp Power Partners With Covenant University On Solar Energy

Transcorp Power, a subsidiary of the Transcorp Group business conglomerate, has expressed its desire to partner with Covenant University with a view to exploring solar energy generation and utilization in Nigeria.

The Group General Counsel, Transcorp Power, Mr. Christopher Ezeafulukwe, made this disclosure on Friday, February 10, 2017, when he led representatives of his organisation including that of its partner, ENGIE, on a courtesy visit to the Management of Covenant University.

Mr. Ezeafulukwe, who bemoaned what he described as the “critical situation” with power supply in Nigeria, said that changes in government policies have had a drastic effect on Transcorp Power’s investment and, in its efforts at finding a solution to the challenge, the company had partnered with power producer, ENGIE, on solar energy.

“We did preliminary work to identify stakeholders whose power we would need to address. One is the tertiary education sector, then Covenant University came up,” he said.

While acknowledging the giant strides being made by Covenant University in the areas of teaching, research and provision of infrastructure, Mr. Ezeafulukwe said that Transcorp Power was at Covenant University to understand the University’s energy needs, and areas where his company and the University can work together within the purview of what Transcorp Power was doing with ENGIE.

Shedding light on the operation of his organization, the Chief Executive Officer of ENGIE, Mr. Philipe Miguele, said that energy system was going through significant evolution and ENGIE was set to launch a significant investment in Sub-Saharan Africa, with the goal of helping customers in growing their energy generation capacity.

ENGIE, he pointed out, wants to partner with Covenant University on power generation and help to reduce the University’s cost as solar energy generation is cost effective.

In his comments, the Director, Physical Planning and Development, Covenant University, Arc. Gbenga Alalade, who expressed appreciation of what Transcorp Power and ENGIE were doing, narrated the evolution of power generation and utilization in CU since inception up to 2015 when the University migrated fully to its own power project, which currently stands at 5.67 megawatts. Power production, he added, would be increased to 10.8 megawatts by the end of 2017.

Arc. Alade revealed that the ultimate goal of Covenant University is renewable energy with focus on solar, wind and waste. It would be ideal, he enthused, for the University and Transcorp Power to work together.

Dr. Hope Orovwode, who represented the Head, Renewable Energy Cluster, CU, Professor Samuel Wara, at the meeting, said that the renewable energy cluster has been doing a lot on solar and the next step was to make it cost effective. The coming of Transcorp Power, he stressed, was timely, and Covenant University would be willing to learn from the company towards making energy accessible to Nigerians.

In his remarks, the Vice-Chancellor, Covenant University, Professor AAA. Atayero, said he was not surprised that Transcorp Power had chosen to work with Covenant University, attributing the decision to divine providence.

He said that the University had gone through many phases in its desire to find a permanent solution to its power needs and currently uses the turbine but looking at shifting to sustainable energy.

The proposal by Transcorp Power, the Vice-Chancellor noted, means the University was in the right direction. However, he pointed out that the University would not be going into partnership as consumers as the institution desires solution that can give its Engineering students experience.

Professor Atayero described the initiative by Transcorp Power as a good beginning, adding that there would be further discussions between representatives of the University and the company.

Also in the Transcorp Power entourage were its Group Chief Finance Officer, Mr. Ibikunle Oriola and Projects Head, Mr. Funto Amire.

And other representatives of Covenant University at the meeting were the Registrar, Mrs. Mary Aboyade; Dean, College of Engineering, Professor Christian Bolu; Director, Vice-Chancellor’s Office, Dr. David Omole; and Deputy Director, Media and Corporate Affairs, Mr. Emmanuel Igban.

On February 18, 1977, exactly 40 years ago today, an Army battalion descended on Iconic Fela Anikulapo Kuti’s sprawling compound popularly regarded as Kalakuta Republic where the Afrobeat legend resided. By the time the Army was done with their ‘evil deeds’, the compound was a shadow of its self. They had set it on fire and arrested the Singer while they left his 78 year old mother of the legend, Olufunmilayo Ransome- Kuti who was also a formost women’s right activist critically wounded after being thrown out of a window in the upper floor as they carried out their destruction.
The raid which took place in the early hours of 18th February came as a shock because it was overrun by over a thousand soldiers under the guise of arresting the Afrobeat legend for keeping under-aged girls in his residence. His mother who would later die from the injuries she sustained.

Defection: Declare Now Or Forget It, APC Tells South East Governors

All Progressives Congress (APC) leaders in the South-East yesterday ordered to governors in the zone nursing the ambition to join the ruling party to do so now or forget it.

Imo State governor, Chief Rochas Okorocha said at the South East APC leaders meeting held in Enugu that the party would no longer tolerate continued prevarication by some governors from the zone who had indicated interest in joining the party.

Okorocha last week revealed that three governors in the region had approached him to join the APC, but he did not disclose the identities of the governors nor their party.

Giving reasons for asking the governors to join APC now, Okorocha explained that the APC in the four states of the region not occupied by the party cannot wait for these governors again as they have to fill up party positions towards taking over the states.

Okorocha regretted that Igbo did not play the right politics in 2015, which led to the systematic marginalisation of the region in the formation of the government at the centre.

He expressed optimism that with the entrance of political heavyweights in the region into APC, they would now take over the zone, saying that if former governor of old Anambra State, Chief Jim Nwobodo and former Senate President, Chief Ken Nnamani were in APC, Enugu State would have since been in their kitty.

Okorocha said that the South-East must join in the singing of the new song of change like its counterparts in the South-West and the North who are now reaping the benefits of their support to the party, saying that the Igbo got only the labour and science and technology ministries because the South-East did not do what they were supposed to do.

“We had nobody with us, we were rejected by all and called Boko Haram, but we were determined to get what is due to our people,” he said.

Explaining why he appointed Senator Ken Nnamani the leader of APC in the South-East at their Owerri meeting, the Imo governor said that he had earlier told Dr Ogbonnaya Onu not to accept ministerial appointment for him to remain at the leadership of the party.

He insisted that they needed a strong voice in the region that the other people would rally round to build the party.
Earlier in his welcome address, the APC National Vice Chairman, South-East, Hon Emma Eneukwu said the party would use the forthcoming Anambra governorship election as a litmus test of their strength in the region, saying that “our journey of taking over the South-East Government Houses must start from Anambra State.”

Eneukwu noted that the Enugu meeting afforded both the new and old members of the party the opportunity of sitting together for the first time to discuss party matters of mutual interest in the zone.

“It affords us the opportunity of collectively saying welcome on board to the ruling party to our distinguished political heavyweights who have now joined forces with us to enthrone government of change in the South-East,” he said.

Some of the party leaders from the zone who attended the meeting are former governor of old Anambra State, Chief Jim Nwobodo; former Senate President, Chief Ken Nnamani; Science and Technology Minister, Dr Ogbonnaya Onu; Labour Minister, Dr Chris Ngige; Imo Deputy Governor, Chief Eze Madumere; Senators Ifeanyi Ararume, Osita Izunazo, Uche Ekwunuife, Nkechi Nwaogu, Emma Anosike; and Chief George Moghalu.
Others are former Abia Deputy Governor, Chief Chris Akomas; Chief Ezekiel Izuogu; Chief Gbazueagu Nweke Gbazueagu; Chief Agunwa Anakwe; Enugu APC Chairman, Dr Ben Nwoye; former APC guber candidate in Enugu, Chief Okey Ezea; for Enugu House of Assembly Speaker, Chief Eugene Odoh, among others.

Youths Throw Stones At Mrs Okorocha's Convoy In Imo Over Power Supply/Amnesty Funds

Youths angry over diversion of Amnesty funds


The Chairperson of Southern Governor's Wife Forum, Nneoma Okorocha was on a routine tour of dilapidated school buildings in Ohaji Egbema LGA in her capacity as the Chairman of the Amnesty Committee Constituted by her Husband, Governor Rochas Okorocha when her convoy was attacked by youths on February 10th.

Politics Nigeria learnt that Mrs Okorocha's itinerary met stiff resistance in Awarra part of Ohaji/Egbema when aggrieved youths of the area attacked her convoy. Apart from jeers and boos which greeted her convoy, stones and dangerous items were thrown at the vehicles that led her to the place.


On noticing that it was the convoy of the wife of the Governor who came in company of political leaders in the area, youths started hurling dangerous weapons at them forcing the cars to make a U-turn. The first lady's convoy, sensing danger, sped away quickly before torrents of stones landed at their vehicles. Some unlucky persons who were part of the convoy did not escape unhurt as part of their vehicles were damaged by flying missiles.

Okorocha's wife who was hurt and disappointed by the action of the rampaging youths was said to have expressed dissatisfaction with the APC leadership in the area led by the Deputy Chief of Staff ( Operations) for failure to be fully incharge and control the youths.

A member of the ISOPADEC Board from the Awarra Court Area, (name withheld) was also not lucky, as part of his vehicle was bashed by the rampaging youths who pursued the convoy until it left the community.

Politics Nigeria further discovered that the spontaneous reaction of the youths was based on the non fulfilment of several promises the Okorocha government made to the people since it came into power in 2011. Apart from the absence of electricity after years government assured of power supply, the area lacks other basic amenities like road, pipe borne water, health centres and good schools.

Investigation revealed that the people of Ohaji /Egbema witnessed public power supply before Okorocha came into power in 2011, but his entry to government house brought darkness to the area. The public power supply ISOPADEC paid in the past was stopped by Okorocha forcing PHCN /EEDC to stop power supply. The Governor had kicked against the state paying PHCN bills for a certain area.

More annoying to the people that warranted the violent conduct is the non fulfilment of the promises made to the repentant militants when they surrendered arms under the state government Amnesty Programme sometime last year. The Amnesty programme is under the watch of Nneoma Okorocha as the Chairman and Hon Kingsley Chima Uju, Deputy Chief of Staff from the Area as Vice Chairman.
But the aggressive youths accused the state government of deceit and using the Amnesty programme as a conduit pipe to siphon the 13% Oil derivation money paid into ISOPADEC account.

The aggressive youths further accused the state government of not instituting any measure to not only rehabilitate the repentant militants but also rehabilitate them after surrendering arms.
It would be recalled that at a celebrated occasion, armed youths and cultists surrendered their arms to embrace Amnesty Programme of the State government. Eight months after, nothing has come out of it fuelling speculations that the repentant militants have been tricked in the process.

Worried by the development, the government announced that it has paid N200 million to PHCN for reconnection of the area with power supply and another N20 million to rehabilitate the Ex- militants.

Mother Accidentally Kills Her Son After Giving Him Kerosene Instead Of Water

Mother and locally hired kerosene retailer, Mrs. Ata Buhari responded to the cry of her baby that was thirsty for water with the content of a plastic beverage bottle laying in her store. This will, unfortunately, lead to the killing of her only son of four children.

This incident happened, last Tuesday, at about 10 am, at Iguma Street, Off Medical Stores Road, Benin, Edo State when 18-month-olds Isreal Buhari had complained to his mother that he was thirsty.

She being ignorant of the actual content of said plastic bottle mistook it for an identical one that her older kids had brought to the shop earlier, and feed him with kerosene thinking it was water. After his first gulp, Isreal was said to have immediately spat out the remaining kerosene from his mouth calling the attention of his mother. His eyes turned pure white as he screamed uncontrollably a few minutes after this.

With the aid of their neighbors, some volume of palm oil was immediately given to Isreal before he was rushed to a hospital, where he died a few hours later.

The father of the child Mr. Buhari Hassan, 36, also from Kogi State, was said to have been called to the hospital where he met the corpse of his only son.

CBN Pegs Dollar Rate For School Fees, PTA At N375/$

Moves to tighten noose against FX round tripping

In line with its determination to boost dollar supply in the economy as well as to bridge the wide gap between the interbank foreign exchange (FX) market and the parallel market, the Central Bank of Nigeria (CBN) yesterday pegged the Naira exchange rate for payment of school fees (strictly universities) abroad and Personal Travel Allowance (PTA) at N375 to the dollar.

The central bank disclosed this in a closed-door meeting it held with all chief executive officers of commercial banks as well as other authorised FX dealers in attendance. The meeting took place in Lagos.

A source who was at the meeting said the new rate for school fees and PTA would become effective from Monday.

According to the source, the CBN Governor, Mr. Godwin Emefiele who chaired the meeting, assured that the central bank would provide enough dollars to meet all FX demands for these invisible items.

“For tuition fees, the CBN said it would only cater for those in the universities and the persons involved can only get $15,000 per term and the FX would be wired directly to the school abroad. We (the banks) were all told to ensure compliance and that heavy sanction awaits any authorised FX dealer that flouts this rule,” the source added.

THISDAY also gathered that applicants for FX for tuition fees must have tax clearance certificates and Bank Verification Number.

The move, according to another source is to drastically reduce FX round-tripping which appears to be one of the factors responsible to the wide gap between the interbank FX market and the parallel market.

On the other hand, for PTA, the source said: “People are entitled to PTA only if their flight(s) is not less than five hours and they are only entitled to $4,000 per quarter.

“The CBN has also undertaken to provide enough dollar liquidity to see these through.”

Emefiele had while making a presentation to members of the National Executive Council (NEC) on Thursday appealed for patience, saying that the CBN was working on halting the widening gap between the interbank FX market and the parallel market.

The NEC members had generally expressed concern over the current situation of the exchange rate and called for an urgent review of the current forex policy, especially the gap between interbank and the parallel market rates.

But Emefiele sued for patience and understanding, assuring that the situation was being closely managed.

Meanwhile, the Naira maintained its value of N516 to the dollar on the parallel market yesterday.
