Barely a week after a-week-old baby was recovered from an illegal trade syndicate in Isheri-Osun, a Lagos community, the police have rescued 19 pregnant women at another baby factory.

The victims between ages 15 and 28 were said to have been kept at four different locations in Isheri-Osun and Ikotun where they were being ripped off their babies and sold N300,000 or N500,000 depending on the sex.

Four kids were also rescued in the operation led by Divisional Police Officer (DPO) Chike Ibe, a Chief Superintendent (CSP).

The Nation reports that policemen and officials of the Ministry of Women Affairs earlier in the year stormed another baby factory at Igando and rescued malnourished children, pregnant women at the facility that also ran an alleged illegal creche.

While some of the expectant mothers knew their babies would be sold, others were brought to Lagos with promises of job only to be turned to baby making factories.

It was gathered that some of the victims were abducted from their home states and brought to the locations where men allegedly took advantage of them.

Those who said they accepted to sell their children to the syndicate claimed they were not offered the money promised, it was gathered.

He said the victims were brought from Rivers, Cross River, Akwa Ibom, Anambra, Abia and Imo States.

According to Police Spokesman Bala Elkana, a Deputy Superintendent (DSP), detectives acted on a tip off at about 4pm on September 19 and stormed 14, Adisa Street, Ayanwale in Ikotun, 32 Owosho Street, Governor Road, Ikotun, 29, Olugbeyohun Street, Olakunle Bus Stop Abaranja and 4/6 Anomo Street, Abaranja.

He said the places were suspected to have been used for child trafficking, adding that two suspects Happiness Ukwuoma, 40 and Sherifat Ipeya, 54 were arrested in connection with the case.

“The suspects did not receive formal medical training but operate as nurses. The suspects are natives of Imo and Epe, Lagos States. The command has launched a manhunt of the principal suspect Madam Oluchi from Mbano in Imo State.

“She is a mother of five. The young women were mostly abducted by the suspects for the purpose of getting them pregnant and selling the babies to potential buyers. The girls were tricked with employment as domestic staff in Lagos. The suspects sold boys N500,000 and girls N300,000.

“The Commissioner of Police Lagos State, Zubairu Muazu, has visited the scene and ordered the State Criminal Investigation and Intelligence Department (SCIID) to take over the case.

“The command is working with other agencies and stakeholders in rehabilitating and resettling the pregnant girls and the babies. Investigation is ongoing and the suspects will be charged to court,” he said.

Police Confirms Arrest Of Officers For Extorting Software Developer

Four police officers have been arrested by the Lagos State Police Command for extorting money from a software developer whom they accused of Internet fraud.

According to Punch Online, the cops are now being interrogated for the act.

The police spokesman, Bala Elkana, noted that three other civilians suspected to have been involved in the incident were also arrested.

"We have four of them in custody. We have three other civilians arrested as well. Investigation is ongoing,” he said.

The software developer, Toni, had tweeted on Saturday and gained traction from Nigerians and notable persons who also had promised justice for him.

There was chaos on Friday, in #Surulere, Lagos, as an Oride operator was beaten to death by some security officers.

According to eyewitnesses, the officers accused the deceased of allegedly overtaking them in traffic. .

In the course of assaulting him, they used a material to hit him on the head, thus making him lose consciousness.

However, passersby descended on the officers and nearly beat them to death before forcing them to carry the victim to a nearby hospital where he was confirmed dead.

Jubilation In Kebbi As Bagudu Pays New Minimum Wage

The announcement of the commencement of payment of new minimum wage in September, 2019 by Kebbi state government came to the people of the state especially civil servants as a big surprise. When the announcement was made on Monday 23rd September, 2019 by the Secretary to the Kebbi State Government, Alhaji Babale Umar, flanked by the Head of Civil Service of the state, Alhaji Musa Tanko Magaji and some directors at the Cabinet office in Birnin Kebbi, even the curious journalists that converged to cover the pronouncement by the SSG thought it was just a routine press briefing on entirely a different issue.

But to the surprise of all, the SSG said the Kebbi State Government has approved new minimum wage of N30,000 to state workers with effect from this month. He stated that: “In line with the signing of the new minimum wage legislation by President Muhammadu Buhari, and cognisance of Kebbi Government’s commitment to workers’ welfare, Governor Atiku Bagudu has graciously approved for the immediate payment of minimum wage of N30,000 to the state civil servants with effect from September 2019”.

He further opined that the implementation was sequel to the consultation with members of Kebbi State House of Assembly, leaders of labour unions and relevant government agencies.

Soon after the announcement, the information quickly circulated to the entire state within a short period owing to the fact that the information went viral through the social media even before the conventional media released their part of the story.



Many workers in the first place did not believe the information they got through the social media for they consider it an unreliable source of information, even with the picture of the governor, and the SSG who made the announcement pasted on such messages, for the notion that the information could be a fake news.

However, their doubt began to fizzle out when the online stories of some major newspapers came out some hours after the announcement. It was joy, laughter and jubilation over the unexpected information. Civil servants were seen jubilating over the matter.



With the announcement and subsequent implementation of the minimum wage, Kebbi State now takes the lead in northern Nigeria and perhaps one of the few states in the country to douse the tension or controversy surrounding payment of N30,000 minimum wage.

This is being achieved even with the lean resources of the state government that heavily depends on its monthly allocation from the federation account and meagre internally generated revenue amounting to a paltry over N300 million, to pay workers their salaries.



It will be recalled that in 2017, the Commissioner of Finance, Alhaji Ibrahim Augie, during a ministerial briefing organized by the Nigeria Union of Journalist (NUJ), Kebbi State said that the state generated N6.4 billion IGR in two years. “The board of Internal Revenue contributed a total of N6,441,185 to the state coffers since inception of this administration in 2015 ‘’, he explained.



Perhaps why most people especially the hardworking state’s civil servants viewed the increment as a surprise was because the state has a history of not implementing wages accordingly. Even the N18,000 minimum wage introduced by the then President Goodluck Jonathan-led administration was not fully implemented by the immediate administration of Alhaji Saidu Nasamu Dakingari. This led to series of strikes by labour unions in the state spearheaded by Nigeria Labour Organisation (NLC) and Trade Union Congress (TUC). Hence, workers in the state did not enjoy the full implementation of N18,000 minimum wage. Certain percentage was merely approved by the previous administration.

However, the state has a good history of prompt and regular payment of workers’ salary. Even under the present administration, salaries are paid on a regular basis.



It is a known fact that resource constraints has been the major obstacle for states to pay the new minimum wage, but even the Bagudu-led administration has agreed to pay as said by the SSG.

“In spite of the resource constraint, the state government has decided to implement the new minimum wage, no employee of the state government shall receive less than N30,000 while other employees would also receive the same wage as agreed upon the consequential increase of the allowances in line with the guidelines,” he emphasized.

However, local government areas were encouraged to take steps to improve their revenue base so as to implement the new minimum wage.

“Local government councils are encouraged to review their revenue profiles and take steps to implement the new minimum wage legislation immediately,” the secretary to the state government said.



A cross section of civil servants who spoke on the development expressed their happiness with the increment.

Bello Adamu, 58, a civil servant in the state, thanked the Kebbi state government for taking the lead in the implementation of the 30,000 minimum wage.

He said: “I remain thankful to our governor. He has really tried for us. My purchasing power has now increased.” Another labourer, Jabbi Sadu, stated that: “We have now entered next level in Kebbi on a positive note. Thirty thousand Naira is not a small money for me, I am really happy over the matter”.



Hadiza Sahabi, a married woman aged 32, on her part said she would use the additional money from her salary to improve her business and support her family. Abubakar Sule is another civil servant in Kebbi who used to earn less than N30, 000 per month, but with the implementation of the minimum wage, he now earns more than that.

He warned labour leaders in the state to accept the new minimum wage as presented by the government in view of the dwindling economy.

However, the announcement of the new wage has generated some shock waves to the organized labour in the state. The Kebbi State Chairman of NLC, Comrade Umar Alhassan Halidu, after the union’s meeting said government did not carry them along on the issue of the implementation of new wage to workers before arriving at the decision. Although he described the new minimum wage as a welcome development especially for grade level 1 to 6 workers, he stated that the bone of contention was those from grade 7 upwards. Lagos Light Rail And The Problem Of Accountability - Businessday

For a city of over 22 million people, it is inconceivable that the predominant means of transportation is road. Every day, more than eight million commuters are cramped into a tiny and often bad network of 9,100 roads.

A study, in 2017, rated Lagos the third most stressful city in the world just after Baghdad and Kabul. Lagosians spend an average of seven hours twenty minutes daily in traffic. A journey of less than 50 kilometres from the Murtala International Airport to Ajah could last for eight hours, as a CNN journalist discovered recently, far more than his six-hour flight from Instanbul to Lagos. As at 2006, it was estimated that the city’s transport infrastructure and services were at levels that supported a population of six million some 20 years ago.

The absence of a modern transport infrastructure in Lagos and the consequent heavy traffic gridlocks on the roads comes with huge costs to the city and its inhabitants, the state, the country and the economy. The business community alone loses an average of N11 billion monthly to the traffic. In 2015, the former governor of the state, Tunde Fashola, says the state loses N250 billion annually to the traffic while the Apapa traffic alone costs the country about $19 billion annually. The economic as well as health, emotional and relational costs to individuals and families is colossal and incalculable.

In 2006, the government developed a transportation master plan that will integrate road, water, rail, and cable-car transportation to provide one of the most efficient systems of transportation in a megacity. Shortly after, in 2008, the Bus Rapid Transit (BRT) was launched as a stopgap measure while seven train lines were planned to link all parts of the states and even Ogun state with light rail.

However, due to paucity of funds, only the contract for the Blue Line (the 27-kilometre Badagry line running from Okokomaiko to Marina via Iddo) was awarded at the colossal cost of $1.2 billion (compared to similar projects in other parts of Africa awarded for just a fraction of that amount) to be completed in 2011. It was projected others will be awarded subsequently and the entire master plan will be completed by 2020.

However, since then, the Blue Line is yet to be completed and there is no indication that the state government is still interested or working to meet the timeline of the Master Plan.
Meanwhile, in Addis Ababa, Ethiopia, a similar contract was awarded for a 34 kilometre and 39 station electrified light rail network in 2012. By September 2015, Addis Ababa, a city of only 4 million people, made history by becoming the first sub-Saharan city to have a light rail system.

Unlike Lagos, Ethiopia began its own construction in 2012, four years after Lagos and at the cost of $475 million but completed it on record time. However, Lagos is still battling with its $1.2 billion 27-kilometre rail system eleven years now with no completion in sight.

There are many questions begging for answers from the Lagos state government. First, why would a 27-kilometre project cost $1.2 billion when a 34-kilometres project cost only $475 million?

Second, the China Railway Construction Company (CRCC), contractors of the light rail project, in its 2010 report, put the cost as $182 million. Why is this so?

Third, what is responsible for the endless delays in the completion of the project despite reassurances from Fashola in 2010 that funding for the project was guaranteed through a loan by the World Bank?

Fourth, by what magic did the Ethiopians complete a 34-kilometres rail project in a record time of 3 years while Lagos has been battling with a 27-kilometre rail project unsuccessfully for 11 years?

My search for answers since 2015 has yielded absolutely no result. First, the state government has refused to release the contract papers for the project and have refused to answer any question or queries from any quarters on the project.

In 2015, I seized the opportunity of the visit of the then Mayor of London, Alderman Alan Yarrow, with private sector investors, to inspect the project and explore collaboration to ask Dayo Mobereola, then MD of the Lagos Metropolitan Area Transport Authority (LAMATA) about the discrepancies.

He flatly denied that a loan was secured for the project. He attributed the delays to funding challenges and the challenge of engaging the right partners to drive the project. He said the state desperately needed private investor partners who could run the system for a period of 30 years and hoped the visit by the Mayor of London will open new vistas of opportunity and attract the right investors.

Of course, seeing the miasma associated with the project, nothing came out of the visit and no investor indicated interest.

By 2017, the Lagos state government changed tact and abandoned the project, coming up with a nonsensical idea of flooding the city with buses as its solution to transportation and traffic gridlock in the state. One Sunday evening, Ambode, former governor of Lagos state invited senior journalists and editors to his office to sell the new plan to them. He invited questions and by the time I asked him about the project, he not only refused to answer me, but abruptly ended the programme and some of my colleagues blamed me for ruining the event.

The current governor, Jide Sanwo-Olu has also adopted the same strategy by conspicuously refusing to say anything on the Lagos light rail project and the 2006 transport master plan, even as the traffic gridlock in the city continues to worsen. Instead, to excite people, he has introduced another nonsensical idea through the new Eko Innovation Centre, purporting to dedicate $5 million to any innovative idea that can solve the traffic situation in Lagos.

The fraud that is the Lagos light rail project in many ways reflects the way governance and public projects are undertaken in Nigeria. Contracts are usually over-inflated, awarded to party or client members as rewards for loyalty and are poorly, if at all, executed. It also demonstrates the bankrupt nature of our political elite who do not even show enlightened self-interest.

If Addis-Ababa, with a population of just 4 million could be so pro-active to provide the inhabitants of the city with a fast, efficient, and modern transportation system to move approximately 600,000 people daily and decongest the roads, how much more urgent can the Lagos light rail system be, in a city with a population of over 22 million and which is synonymous with killing traffic jams and hold-ups that sometimes lasts 12 hours at a stretch?

Oluwaseyi “Seyi” Awolowo has had many highs and lows in his three decades of existence. The bubbly entrepreneur once tried to commit suicide but has since risen above that dark period of his teenage years and has turned his life around. He is committed to his journey of self-acceptance, his girlfriend and his beliefs. He demonstrates the latter with a “Jesus’’ tattoo across his arm. DIANE

Diane Yashim describes herself as an easy going girl whose favourite outfit is a shirt, trousers and sneakers. The model and aspiring cook is also a graduate of the University of Debrecen in Hungary. Studying and living there was an eye-opening experience she’ll forever be grateful for. One of the highlights of her life is being chosen as a Big Brother Naija Season Four Housemate and she says that nothing would make her quit the game. She adds that she likes to try new things and wants to see the whole experience through.

What irritates you most about other people: Liars and loud talkers.

What will you do with the prize money: Travel as well as try to get into the entertainment industry as an actor or television presenter. I will also go back to school.

Why will you be a fan favourite: I’m an open book, I believe I’m relatable and people will understand me easily.

MIKE

Mike Edwards is a husband, CEO and athlete who doesn’t know how to quit. The highest point in his life was the day he got married to the love of his life. Mike owns the first Black-owned cigar line in the United Kingdom and he’s also a professional athlete. The lowest point in his life was when he was banned from representing Nigeria at the 2018 Commonwealth Games. He’d still come to the Big Brother Naija House even if he had a million dollars because he never backs down from a challenge.

What irritates you most about other people: Negativity.

What will you do with the prize money: I would continue to grow my business.

Why will you be a fan favourite: I am positive and I have a keep it real personality.

FRODD

Chemeka Frodd Okoye is a soft-spoken Investment Adviser and Sales Executive from Anambra State. The 28-year-old believes family is everything and that’s why he lists paying for his mother’s surgery bill as one of the proudest moments of his life. He says nothing can make him quit Big Brother and even if he had a million dollars, he would still participate in the game because “the experience can never be bought.”

What irritates you most about other people: Pride, fake people and bullies.

What will you do with the prize money: Start a fashion line and an NGO for single mothers.

Why will you be a fan favourite: I have my charms.

MERCY

26-year-old Mercy Eke is a video vixen and businesswoman based in Lagos. She loves cooking, swimming, travelling and dancing. No matter the setbacks, Mercy always picks herself up and does her best. “I’m grateful for each and every day. Being alive today is already the highest point of my life”. When she’s not dancing, singing or rapping, Mercy makes time to enjoy her favourite food: white rice and pepper soup. If she had a million dollars in her account, would Sugar still be in the BB Naija game? “Yes, I would. I want the fame. The popularity is very important for my business”.

What irritates you most about other people: I dislike people who are proud.

What will you do with the prize money: I want to start my own fashion brand or label.

OMASHOLA

Model and Entrepreneur Omashola is originally from Delta State, but now calls Lagos home. He loves playing basketball, cooking and “being in the water, even though I can’t swim”. Putting his life’s motto “If you want it, go get it – don’t just sit down” into action this year, Omashola got down on one knee and proposed to his girlfriend. But the worst happened; she turned him down! Now single and focused on building his brand, Omashalo comes into the Big Brother Naija House ready to make his dreams come true.

What irritates you most about other people: I hate liars.

What will you do with the prize money: I will invest and triple it in less than a year.

Why will you be a fan favourite: Because I’m different, I’m special and I have a story to tell.

AFP Cotonou -Dozens of baskets brimming with newly-picked tomatoes gently rot in the sticky heat, becoming the latest casualty in a bout of trade tension between Benin and Nigeria.

On August 19, President Muhammadu Buhari unexpectedly closed Nigeria’s borders to goods trade with Benin and Niger, declaring the time had come to end rampant smuggling from those countries.

In Benin, Nigeria’s neighbour to the west, traders say the impact has been devastating.

“This is a distressing sight,” Agriculture Minister Gaston Dossouhoui said this month, visiting markets in the town of Grand Popo, one of the main agricultural communities of southern Benin.

“It’s very difficult for our producers. It’s a disaster.”

“Financially speaking, Benin’s small producers are under water — they’ve already had to run up millions (of CFA francs) in debt,” said Adjeoda Amoussou, head of Benin’s Chamber of Agriculture.

Buhari defended the closure by saying Benin and Niger — Nigeria’s neighbour to the northeast — had failed to police their borders properly, and chronic smuggling was the result.

“The borders will remain closed until our neighbours control what goes through the borders and comply with the laws,” warned Hameed Ali, comptroller general of the Nigeria Customs Service.

The move immediately caused a shockwave.

Unilateral border closures go against all commercial and freedom of movement treaties signed under the Economic Community of West African States (ECOWAS).

The announcement also cast a shadow over a historic free-trade agreement, signed by 54 out of 55 African countries, that reached a key operational threshold just five weeks earlier.

Nigeria, as well as Benin, had signed onto the pact on the eve of the landmark day — a move hailed as a crucial push towards ending the continent’s trade barriers.

That smuggling goes on is clear, although it goes in both directions.

Huge quantities of frozen chickens, rice, fabric and cars arrive at the port of Cotonou, Benin’s economic capital, where they are taxed locally before being routed — often illegally — to Nigeria.

Benin has few functioning petrol stations, and its fuel is far more expensive than in Nigeria, where it is subsidised by the state. A common sight is smuggled Nigerian petrol, sold by the side of the road in jerrycans.

Beyond contraband, though, trade with Nigeria is crucial for Benin and Niger.

Ranking among the world’s poorest countries, they find themselves as David opposite the Nigerian Goliath — a market of 190 million and Africa’s biggest economy.

In Benin, business people in some parts of the economy are panicking, and unfounded rumours that Nigeria will even go so far as to cut off its electricity supply are spreading in local newspapers.

“Buhari and his country want to put an end to us,” said Barthelemy Agon, a pineapple producer. He like many others have been hard-hit by fruits and vegetables no longer being exported to their big neighbour.

As for taxi and truck drivers, it’s barely worth the effort to hit the road since a litre of imported contraband fuel has risen by about one euro ($1.10) since the frontier was closed.

“We are suffering seriously from this situation — without petrol we can’t do anything,” said Aristide Samson Assogba, a motorcycle taxi driver.

Sebastien Deguenonvo in Cotonou’s Casse-Auto district said sales of his low-quality diesel had slumped from at least 30 26-litre (six-gallon) cans per day to just 10.

“I beg the Nigerian president to have pity on us,” he said.

But if his stoney reputation is anything to go by, Buhari — an ex-general an ex-general whose first spell as Nigeria’s leader, in the 1980s, came after a coup — is unlikely to be merciful.

“President Buhari should be a little bit afraid of God,” said Henry Assogba from the National Association of Petrol Sellers. “The big one cannot live without the little one.”

Armed DSS Operatives Storm Abuja Court Ahead of Sowore's Arraignment

Armed operatives of the Department of State Services (DSS) have arrived the federal high court in Abuja ahead of the arraignment of the human rights activist, Omoyele Sowore, for alleged treasonable felony and cyberstalking President Muhammadu Buhari.

The operatives who arrived the court in a black Hilux vehicle were seen moving around and inspecting the premises alongside a court security guard.
