The study was drawn from the Election Violence Mitigation and Advocacy Tool (EMVAT) of the electoral body as the gubernatorial poll is scheduled to hold the same day in Bayelsa and Kogi States.

The Election Security Threat System (ESTA) identifies election risk factors in the Bayelsa governorship Poll with the essence of recognising early warning signals that could assist stakeholders deploy needed responses.

“…study identified a number of election risk factors which, in their order of rating by the respondents, include: (a) corruption among INEC officials (95.2 per cent); (b) political interference in the work of INEC (94.2 per cent),” the report states.

“(c) the presence of strong opposition (93.6 per cent); (d) inadequate training and conduct of party agents (91.3%); (e) adherence to process and procedures (90.4 per cent); (f) proliferation of small arms and light weapons (89.8 per cent); (g) inadequate training and conduct of security agents (88.2 per cent); and i) abuse of power of incumbency (88.2 per cent).

Oyo Can't Be Divided Along Religious Lines - Makinde

He said the people of Oyo State cannot be divided along religious lines.

Makinde, who stated this at St Paul Anglican Church, Yemetu, Ibadan, during the 80th thanksgiving service for his mother, Abigael Omojolagbe, said the state is too interconnected to be divided along religious lines.

A statement by his Chief Press Secretary, Taiwo Adisa, quoted the governor as saying some religious activists who are seeking to divide Oyo people along religious lines would not succeed because, every home in the state has a full complement of both religions.

The governor said nature of families in Oyo State was such that adherents of different religions, especially Islam and Christianity co-habit in the same family.

He said religion cannot, therefore, be exploited as a weapon to divide the people and cause disaffection and disunity in the state.

The governor added that though it had become clear that some people “do not want the government to succeed,” he was appreciative to God and the people for their continued support, promising that his administration would continue to serve the state.

“I want to greet the Aare Musulumi of Yorubaland, Edo and Delta states, Dawud Akinola because he is here with us today. What this means is that those who are seeking to use religion to divide us should look for another job.

“As a government, we will do what is right and proper. There is not one family in this state that there are no Muslims or Christians, so, religion cannot divide us in Oyo State,” he said.

SERAP Writes Archbishop Of Canterbury, Seeks His Intervention On Sowore’s Case

Socio-Economic Rights and Accountability Project, (SERAP) has sent an open letter to the Archbishop of Canterbury, Most Revd Justin Portal Welby urging him to use his good offices and leadership and his “friendship with President Muhammadu Buhari to prevail on him to obey court orders most recently involving activists Omoyele Sowore and Olawale Bakare who remain in arbitrary detention despite a court order for their release.”

SERAP expressed “serious concerns about the disturbing trends by state governments and federal government to use the court as a tool to suppress citizens’ human rights.”

In the letter dated 11 November 2019 and signed by SERAP deputy director Kolawole Oluwadare, the organization said: “We believe you can use your leadership position and influence to persuade President Buhari to promote the rule of law in words and in action by obeying all court orders including the order for the releasing of Mr Sowore and Mr Bakare from arbitrary detention.”

SERAP also said, “As the senior bishop and principal leader of the Church of England, the symbolic head of the worldwide Anglican Communion, we believe you can reaffirm your belief in justice, rule of law and the basic human rights of all people by speaking out with a strong voice against the repeated disobedience of court orders and the implicitly lack of respect by the government for the integrity and authority of the Nigerian judiciary.”

The letter read in part: “Taking a stance on the issues of the rule of law and respect for court orders in Nigeria will also contribute to ensuring respect for human rights and the rule of law by the 36 state governments in Nigeria, as these governments seem to be taking their cue from the federal authorities regarding disobedience of court orders.”

“Journalist and activist Omoyele Sowore and Olawale Bakare are facing trial on seven counts of treasonable felony, fraud, cyber-stalking and insulting President Muhammadu Buhari, simply for exercising their human rights. Mr Sowore, was arrested on August 3 by Nigeria’s State Security Service (SSS) for planning a protest.”

“Justice Ijeoma Ojukwu granted Sowore and Bakare bail but the security agents have continued to refuse to release them despite being served with the court orders. This refusal implicitly violates the defendants’ constitutional rights to presumption of innocence.”

“We therefore respectfully call on you to speak out on the repeated disobedience of court orders by the government of President Muhammadu Buhari and urge him to obey all court orders including the orders for the release of Mr Sowore and Mr Bakare from arbitrary detention.”

Specifically, SERAP asked Most Revd Justin Portal Welby to:

Clearly and publicly condemn lack of respect for the rule of law and court orders in Nigeria
Call for the release of Mr Sowore and Mr Bakare from detention as ordered by the court
Call for greater legal protections for human rights activists and journalists in Nigeria who are simply exercising their right to freedom of expression and working to hold their leaders to account.

Canada Demonstrates Commitment To The Fight Against Polio In Nigeria (Photos)

Government of Canada demonstrates its commitment to the fight against Polio and strengthening Routine Immunization

To further demonstrate the Government of Canada’s commitment to the fight against polio virus and strengthening routine immunization (RI), Mr Tarik Khan, the Director General West and Central African Bureau, Global Affairs Canada, today joined the Niger State Primary Healthcare Development Agency (SPHCDA) and WHO staff during a polio house-to-house vaccination exercise.

The delegation made a first stop at the home of Mrs Miriam Shuaibu, whose one-year-old son received a follow-up dose of Oral Polio Vaccine (OPV). Expressing her joy, she said, “I’m happy you came to my house to vaccinate my son Mohammed”.

Reaching every child with lifesaving vaccines, as well as strengthening surveillance and routine immunization across Nigeria and the African region, will be essential to sustain the progress against wild polio and other strains.
Since the last wild polio case was detected on 21 August 2016 in Nigeria, the Nigerian Government has organized more than a dozen supplementary immunization campaigns with oral polio vaccine, intensified efforts to increase routine immunization coverage, improved its polio surveillance networks and deployed innovative strategies (market vaccination, cross-border points and outreach to nomad populations) to reach more children with polio vaccines.
For this sub national vaccination campaign, preliminary data show that at least 2.6million children have been immunized across all 25 LGAs of Niger, a state at risk of polio virus.

Actively participating in the vaccination campaign, Mr Khan expressed satisfaction with WHO’s support to the community towards polio eradication and strengthening RI. “It was very enlightening to see how WHO is supporting routine vaccination and how there is a lot of public awareness and definitely an increase in the number of young children being vaccinated”, he said.
“We are very hopeful that the government of Nigeria, with support from WHO working with local authorities, will be able to eradicate polio completely by 2020”.

During a visit to the Suleja LGA Secretariat, the Executive Director of the Niger State PHCDA said “The support from Canada has been very instrumental to the progress we have recorded so far. WHO has been so helpful and they’re always on ground to help us anytime, any day.”
The Government of Canada has been one of the major contributors in the fight against polio since the global initiative was launched in 1988. This includes Nigeria, where Canada is currently providing financial support through WHO to help eradicate polio and strengthen routine immunization.

Expressing WHO and partners’ gratitude to the people of Canada and the Niger State Government, Dr Fiona Braka, WHO Nigeria Team Lead for the Expanded Programme on Immunization (EPI), said, “We wish to use this medium to greatly appreciate Canada and the Niger State Government for all their efforts.  The strong leadership of the Federal and State Governments, with the support from donors such as Canada, has been instrumental to the significant achievements in the fight against polio virus in Nigeria.”

She cautioned that, “As we edge closer towards polio-free certification in the Africa Region, we need to remain vigilant and sustain the high quality of vaccination campaigns and surveillance, while aiming for higher routine immunization coverage.”
Other members of the delegation to Suleja LGA, Niger State consisted of Niger State Government officials, the Acting High Commissioner of Canada to Nigeria, Mrs Amy Galigan and the Counsellor/ Head of Cooperation, Mr Kevin Tokar, as well as health team officers Ms Kibeza Kasubi and Mr Martin Osubor. The team paid a courtesy call to His Royal Highness the Emir of Suleja, Mallam Muhammad Awwal Ibrahim, to express appreciation for the support of the traditional institutions in promoting polio eradication and broader primary health care delivery.

Through funding from Canada and other donors, WHO Nigeria provides support to the Federal Government of Nigeria and State Governments for polio eradication activities. Two of the three wild polio virus strains (type 2 and 3) have so far been declared eradicated globally in 2015 and 2019 respectively.

Only three countries remain on the endemic list for wild polio virus type 1: Afghanistan, Pakistan and Nigeria. Nigeria is scheduled to present its documentation for certification to the Africa Regional Certification Commission in June 2020.

Kogi 2019: Hoodlums Set SDP Secretariat In Lokoja On Fire, Reps Member Furious

A member representing Idanre/Ifedore Federal Constituency, Mr Tajudeen Adefisoye has condemned the setting ablaze of the secretariat of the Social Democratic Party in Lokoja, Kogi State Capital, by suspected political thugs.

In a statement issued by his Special Adviser on Media and Publicity, Mr Oluyemi Fasipe on Monday in Akure, Adefisoye condemned the incessant attacks on SDP Secretariat and its members in Kogi.

He said that barely five days to the governorship election in the state in the early hours of Monday, unknown hoodlums set the SDP secretariat in Lokoja on fire.

The lawmaker, who is the only SDP member in the National Assembly, rued the culture of political intolerance and ‘do or die’ brand of politics being practised in Kogi State and said this should be condemned by every right-thinking Nigerian, Igbere TV reports.

“This attack on our party secretariat and members of the party in Lokoja is condemnable and those in charge of the state’s security architecture must get to the root of it.

“This same secretariat was attacked on Sunday and its doors and windows were shattered, while campaign materials, posters and banners were also destroyed.

“It is most unfortunate that the failure of security agents to act was what emboldened the political thugs to set the whole secretariat ablaze early on Monday morning.

“We are only preparing for an election and not a war. Those trying to create an atmosphere of war in the run-up to the Nov. 16 governorship election in Kogi State should be reined in as a matter of urgency,” he said.

Meanwhile, Adefisoye urged all the supporters of SDP gubernatorial candidate in Kogi State, Mrs Natasha Akpoti to remain law-abiding and not to contemplate avenging the attacks so far launched on the party by sponsored political thugs.

Appeal Court Affirms Makinde’s Election As Oyo Governor

The Court of Appeal sitting in Ibadan has affirmed the victory of Mr Seyi Makinde of the Peoples Democratic Party (PDP) in the Oyo State governorship election.

The court upheld the decision of the Governorship Election Petitions Tribunal, which declared Governor Makinde as the winner of the March 9 poll, in a unanimous judgement delivered by Justice Abubakar Yahaya on Monday.

It, however, dismissed the appeal filed by the candidate of the All Progressives Congress (APC) in the election, Mr Adebayo Adelabu.

Justice Yahaya, the lead judge of the four-man panel, despite upholding the decision of the Tribunal, however, disagreed with the lower court on issues bordering on documents tendered by the APC.

He held that the documents tendered by the appellants ought to have guided the Tribunal through proper investigation, stressing that the pieces of evidence were also not adequately evaluated.

The lead judge noted that the Tribunal had committed a miscarriage of justice by its failure to analyse the tendered documents and its failure to evaluate the pieces of evidence presented by the APC.

In his reaction, the PDP lead counsel, Eyitayo Jegede, told reporters that Makinde remains the governor since there has been no counter directive by the appellate court on his victory.

The lead counsel to APC, Adeboye Shobanjo, on his part, agreed with the court for allowing the appeal to hold.

He, however, stressed that the Tribunal delivered a one-sided judgement.

Excitement, Anxiety As Pastor Ize-Iyamu Plots To Dump PDP For APC

$

A former governorship aspirant of the Peoples Democratic Party(PDP) for the 2016 governorship election, Pastor Osagie Ize-Iyamu, may have concluded plans to dump the party for the All Progressives Congress(APC).

It was gathered that Pastor Ize-Iyamu may have finalised all arrangement with the National Chairman of the APC, Comrade Adams Oshiomhole, to formally announce his defection any moment from now.

Pastor Ize-Iyamu was Secretary to the Edo State Government during the administration of former Governor Lucky Igbinedion.

He joined others to form the Grace Group, which metamorphosed into the defunct Action Congress.

Ize-Iyamu left the ACN in 2015 after it dawned on him that Oshiomhole was not ready to support his governorship ambition.

Already, supporters of Pastor Ize-Iyamu have taken to the social media to celebrate his planned exit from the PDP and entrance into the APC with the hashtag #POIiscoming.

Sources close to Pastor Ize-Iyamu said he could join the APC to secure the party’s governorship ticket with the support of the Edo Peoples Movement, a pressure group whose aim is to unseat Governor Godwin Obaseki.

Other persons seeking EPM support for APC ticket are General Charles Airhiavbere, Engr. Chris Ogiemwonyi and Solomon Edebiri.

Some Edo PDP members, who celebrated planned move of Pastor Ize-Iyamu to the APC, said the party’s plan for next year’s governorship poll does not favour him.

They said the failed plot to remove Chief Dan Orbih as the party state chairman before the primaries may have been part of the reason Ize-Iyamu opted to pitch tent with the APC.

In an earlier interview, Pastor Ize-Iyamu said: “If you ask me my political direction I leave it in the hands of God because I’m not in any way desperate for power.

“Everything I do I try to let God direct me. In my political life also I have made it a point of duty to put the people first.”

When contacted on Monday, Ize-Iyamu said he would keep our reporter informed if he makes the decision to defect.

Meanwhile, it was gathered that some EPM members are not happy with the plan to support Ize-Iyamu for the APC ticket.

But the conveners of EPM, Barr. Henry Idahagbon, dismissed talks that Pastor Ize-Iyamu has caused a crack within the ranks of the group.

Idahagbon said they would welcome the Ize-Iyamu with fanfare because he is an encyclopedia of Edo politics.

Idahagbon urged Governor Obaseki to start packing out of the Edo Government House.

He said: “We are celebrating his coming. He is a founding father of the defunct Action Congress. All the other aspirants are happy with his coming.”

A former Speaker of Edo Assembly, Thomas Okosun, said the EPM are members of the APC and the coming of Ize-Iyamu would not divide them.

Hon Ojo Asein said Governor Obaseki defeated Ize-Iyamu in previous elections and would defeat him again.

He said Obaseki has achieved a lot to earn him a second term ticket.
