FG to agencies: Reject any letter from officials seeking to influence recruitments

President Muhammadu Buhari has warned political appointees and other government officials against using their positions to bestow undue advantage on anyone seeking government jobs and other favours.

In a statement on Wednesday, Lai Mohammed, minister of information and culture, quoted the president as saying the action is “antithetical to the character of the administration”.

Mohammed said the president’s repeated warning followed persistent reports of fraudsters using the business cards and purported referral letters from presidential aides and other government officials to solicit employment, contract and other favours.

He said ministries, departments and agencies should disregard any purported request from government officials aiming to confer undue advantage on anyone seeking such favours.

He said the administration has put in place a systematic and disciplined approach to ensure that the government runs smoothly for all Nigerians, whether in the area of employment or contract procurement.

”This system should be allowed to work for all Nigerians without interference,” Mohammed said.

In the past few days, there has been an uproar about the planned recruitment of 774,000 citizens into the public works programme by the federal government.

In April 6, Zainab Ahmed, minister of finance, budget and national planning, announced that the president approved the engagement of 774,000 Nigerians for the programme implemented by the National Directorate of Employment (NDE).

In May, Festus Keyamo, minister of state, labour and employment, said up to 10 percent slots of the beneficiaries of the programme in each state would be allotted to political office holders “like our distinguished senators, honourable members, ministers and governors”.

But Keyamo later alleged that some politicians were trying to blackmail him over the recruitment into the special public works programme.

During a meeting at the national assembly on Tuesday, there was a heated exchange between Keyamo and some lawmakers who faulted the recruitment exercise.

The lawmakers accused the minister of hijacking the programme from the NDE, but Keyamo fired back, saying they were the ones trying to take over the project.

Barr. Henry Idahagbon, an ally of immediate past National Chairman of All Progressive Congress, Adams Oshiomhole, has been named a federal commissioner in the Federal Civil Service Commission (FCSC).

President Muhammadu Buhari in a letter sighted by Igbere TV, on Wednesday, sought Senate's approval for Idahagbon's nomination, and two other nominated Nigerians.

Igbere TV reports that Idahagbon is one of the founders of defunct Edo Peoples Movement (EPM), a splinter group of the Edo APC which saw the eventual ouster of incumbent Governor Godwin Obaseki from the party.

With the appointment, Igbere TV reliably gathered that Idahagbon will represent Edo, Ondo and Ekiti States on the Federal board of the Civil Service Commission as Commissioner.

Until his appointment, Barr. Idahagbon was a former Attorney General and Commissioner for Justice in Edo State under the administration of former Governor Adams Oshiomhole.

The Federal Government has commissioned the operations of Dukia Gold and Precious Metals Project (DGPMP). The project is expected to enable Nigeria mine her gold reserves properly, trade responsibly and refine locally.

The Vice President, Prof. Yemi Osinbajo, while performing the virtual commissioning of the project, said Nigeria has potential reserves of 200 million ounces of gold reserves. He disclosed that the Dukia Gold and Precious Metals Project has been under construction for 7 years and it was his pleasure to see that the project is ready to start operations.

According to a press statement issued by the Director of Press, Federal Ministry of Mines and Steel Development, Mr. Edwin Okpara, the Vice President said, “I believe the Dukia gold project will encourage the emergence of smaller-scale mining companies which, for the first time, would have a transparent and welcoming market for their mined gold and precious metals. This would create jobs and unleash the economic potential of mining communities.”

Going further, he said, ‘’The project will create primary employment for local artisanal miners and mining cooperatives across the solid minerals value chain. Off-take agreements between DGPMP and local mining communities and owners of recyclable gold will be a useful provider of jobs in our post COVID-19 economy.”

Osinbajo also commissioned the Dukia-Heritage Bank Gold and Precious Metals Buying Centers, which is part of valuable private sector collaboration. He opined that the buying center would provide a sustainable way for Nigerians to exchange their gold jewelry and other precious items for cash.

The vice president added, “This system of exchange not only helps to encourage a culture of recycling, but will also serve as a complementary source for the raw materials needed for the Dukia Gold & Precious Metals Refining Company.”

Osinbajo promised that the federal government would provide support and facilitate policies to ensure successful deployment, implementation, and sustainable operations of the Dukia gold project as well as continuous support of the mining sector.

The Minister of Mines and Steel Development, Mr. Olamilekan Adegbite, in his own statement, said the launch of Dukia-Heritage is a testament of the unwavering effort of President Muhammadu Buhari’s administration to serve as a business-friendly regulator by providing the enabling environment for business to thrive.

Adegbite stated that the Buying Centre Initiative (BCI) would bring about efficiency and transparency to physical trading and transactions of mineral commodities in the country and also ensure that artisanal miners would receive the right pricing for their goods relative to illegal off takers. The minister pointed out that his ministry has licensed two gold refineries and created a conducive fiscal and regulatory enabling environment for them to thrive of which Dukia is one of them.

The Senate and the House of Representatives yesterday urged President Muhammadu Buhari to suspend the implementation of the plan to recruit 774,000 Nigerians for Special Public Works across the country.

The position of both chambers of the National Assembly followed a sharp disagreement between the National Assembly Joint Committee on Labour, Employee and Productivity and the Minister for State for Labour and Employment, Festus Keyamo SAN over the modalities for appointing the 20-member Selection Committee for the programme.

Keyamo who had appeared at an interactive session organized by the joint committee opposed a resolution of the Joint Committee to resolve into a closed door session.

The Minister said he rejected the lawmakers decision to quiz him behind closed doors because of the need to ensure transparency and accountability.

However, the Senate had on Wednesday held an executive session apparently to deliberate on the fiasco between the Minister and the lawmakers.

The Nation learnt that during the closed session which lasted for about two hours, the lawmakers expressed shock at the behavour of Keyamo and his insurance that the National Assembly cannot direct him on what to do concerning the recruitment.

The Chairman Senate Committee on Media and Public Affairs, Senator Ajibola Basiru and his House of Representatives counterpart, Hon. Benjamin Kalu in a statement insisted that the implementation of the programme must be put on hold until its modalities are explained to the National Assembly.

A federal High court in Owerri, the Imo State capital, on Wednesday, ordered the governor of the state, Hope Uzodinma, to reinstate sacked chairmen and councilors of the 27 Local Government Areas of the state who were sacked by the administration of the ousted governor, Emeka Ihedioha.

Ihedioha had through the state House of Assembly sacked the LGA chairmen and councilors, a policy the incumbent governor upheld.

The LGA bosses and councilors were elected in 2018 during the administration of a former governor of the state, Rochas Okorocha.

Justice Tijani Rigime who delivered the judgment ordered the sacked chairmen and councilors to return to office immediately.

He described the Interim Management Committee chairmen of the LGAs appointed by the state governor as “ghost workers”.

According to the jurist, the governor had no legal right to sack elected LGA chairmen whose tenure was guaranteed by the constitution.

The jurist ordered that the LGA allocations be stopped until the governor obeyed the court judgment, reinstating the sacked chairmen.

One of the reinstated chairmen, Chizobom O. Chizobam, told our correspondent on the phone that the judgment “is a landmark judgment.”

He said, “This is a victory for democracy, rule of law and constitutionality. We are going back to our offices immediately as the court has ordered.

“We have often said that we are ready to work with the governor, Hope Uzodinma, who is the leader of our party, APC.”

COVID-19 Will Make The Poor, Poorer – President Buhari

WE’RE DETERMINED TO DO MORE TO PROTECT POOR, VULNERABLE NIGERIANS – PRESIDENT BUHARI

President Muhammadu Buhari says the recently developed Economic Sustainability Plan, aimed at stimulating the economy amid the COVID-19 pandemic, will extend protection to very poor Nigerians and other vulnerable groups through pro-poor spending.

The President spoke in a recorded video message to a virtual high-level UN meeting on trends, options and strategies in poverty eradication across the world.

The event took place at UN headquarters in New York, Tuesday and also served as the official inauguration of the Alliance for Poverty Reduction (APE), an initiative of the President of the General Assembly, Prof. Tijjani Muhammad-Bande.

Warning that COVID-19 pandemic risks reversing decades of progress achieved in the efforts to eradicate poverty globally, President Buhari apprised the UN meeting on steps to revive the nation’s economy in the wake of the pandemic.

''It is my conviction that devoting our efforts towards human capital development, efficient management of our resources, greater financial inclusion and transformation of the agricultural sector to ensure food security are crucial to poverty eradication.

''In this regard, Nigeria continues to strengthen its existing social safety net initiative by increasing access to enrolees who fit the various programmes in the scheme.

''Nigeria will also continue to provide easier and increased access to financial services for micro and small-scale businesses through the Government Enterprise and Empowerment Programme. But we are determined to do more.
''Nigeria holds the view that education is a critical driver of sustainable development and has an immense capacity to eradicate poverty.

''Educating our children, especially the girl-child, contributes significantly to the fight against poverty, environmental sustainability, and improved health, as well as building peace and resilient societies,’’ he said.

President Buhari also used the occasion to reiterate the commitment of his administration to poverty eradication, highlighting the national programme of lifting 100 million Nigerians out of poverty.
''Nigeria attaches great importance to poverty eradication.
''It is, for this reason, that in May 2019, on my inauguration for a second term in office, our Government committed itself to starting a Programme of lifting 100 million Nigerians out of poverty within a 10-year period,'' he said.

On the impact of COVID-19 pandemic, President Buhari said in Nigeria, as in many other countries, the domestic supply chains and trading corridors have come under enormous strain, bringing to fore the health versus economics debate.

On poor and vulnerable people, the Nigerian leader expressed concern that more than 700 million people or 10% of the world’s population are classified as living in extreme poverty.

‘‘All the while they struggle with the most basic needs like nutrition, shelter, health, education and access to clean water and sanitation.
‘‘In this condition, the number of poor people is estimated to triple as livelihoods across almost all economic sectors have been adversely affected,’’ he said.

President Buhari also told the meeting that with a population of about 200 million; a large percentage of Nigerians live in various stages of poverty, adding that the prospect of the population sliding further into extreme poverty is real, stressing, however, that government was also striving to combat and reverse the trend.

A Federal High Court in Abuja has granted an order of interim forfeiture in relation to 46 property including houses and parcels of land suspected to be owned by former Chairperson of the Board of the Nigeria Social Insurance Trust Fund (NSITF), Mrs. Ngozi Juliet Olejeme.

Justice Taiwo granted the order in a ruling on a motion ex-parte, marked:

FHC/ABJ/CS/538/2020, argued on Tuesday by Ekele Iheanacho, a lawyer with the Economic and Financial Crimes Commission (EFCC).

Justice Taiwo ordered the EFCC to publish the order in a national daily to enable anyone who is interested in the affected property to show cause within 14 days why the assets should not be permanently forfeited to the Federal Government.
The judge fixed July 27 this ‎year as the return date.

The 46 property, listed in documents filed in court, are said to be located in Abuja, Bayelsa and Delta states.

The EFCC claimed, in a supporting affidavit, that Olejeme acquired the said property with public funds she allegedly diverted while serving in the NSITF between 2009and 2015.

One of the property is identified as N0: 2 Kainji Crescent, off Lake Chad Crescent, Maitama, Abuja (also known as Plot 738 Cadatral Zone AO5, Maitama, Abuja, the which the EFCC claimed she acquired in 2012 at N1.3billion.

The EFCC alleged that Olejeme acquired the property using funds received as kickbacks from contractors, through third parties.

It stated that “During Mrs. Olejeme’s tenure as aforestated, she collected a cumulative sum of USD $48, 485,127.00 from Chuka Eze (her Account Officer in First Bank Plc), Henry Sambo Ekhasomi (the Director of Finance of NSITF), Aliyu Zubairu (Director of Corporate Affairs -NSITF), Adebayo Aderibigbe and Abubakar Umar.

“The said sum of USD $48, 485,127.00 represents the dollar equivalent of kickbacks paid to BDC (bureau de change) by contractors/consultants of NSITF on Mrs. Olejeme’s instructions as well as payments to the BDC operators directly from NSITF account.

“The personal account of Mrs. Olejeme in First Bank Plc also received a total in-flow of N22, 200,000.00 from Hybrid Investment Advisors Ltd, a contractor to NSITF.

“Excellent Solicitors & Consultants is one of the firms engaged by the NSITF as consultant.

“In the course of time, the firm received over N1,000, 000, 000.00 from the NSITF under the guise of rendering consultancy services, its proprietor Max Ozoaka withdrew the monies and either gave same in cash to Mrs. Olejeme or did transfer to her proxies under her instructions.

“Within the same period, the sum of N5, 984,059,110 was paid by NSITF under the guise of consultancy services to Fountain Legal Services and Fountain Media Consults being the firms owned by Adebayo Adebowale Aderibigbe (a staff of NSITF).
“As the said payments were made by the NSITF to his firms’ accounts, Mr. Adebayo Adebowale Aderibigbe gave Mrs. Olejeme a total cash sum of N505,000,000.00 and US$11,488,550.00 in dollars.

“Mrs. Olejeme procured the services of bureau de change operators through Mr. Chuka, who provided the bank accounts of the BDC operators to her.

“Several consultants/contractors to NSITF transferred money to the bank accounts of these BDC operators in naira for Mrs. Olejeme while the dollar equivalent of each naira lodgment would be collected by Mr. Chuka and handed over to Mrs. Olejeme in her house or through bank transfers.

“Mr; Chuka was interviewed on various dates including 23rd August, 2016, 19th December, 2016, 4th April, 2017, 2nd May, 2017, 17th July, 2017 19th December, 2017, 27th December, 2017 and 17th May, 2018 and he consistently narrated the details of the numerous United States dollars he couriered to Mrs. Olejeme as well as other financial dealings he carried out for her.

“The BDC Operators which provided the currency exchange services for Mrs. Olejeme through Mr. Chuka include Majia BDC, Alim BDC and Ashanbrak .BDC.

“In addition to giving the currencies to Mr. Chuka for Mrs. Olejeme, there were occasions where the BDC Operators transferred some of the funds directly to Mrs. Olejeme’s controlled bank accounts.

“For instance Mrs. Olejeme received the sum of N350,000,000.00 from the BDCs into her private company Able Jes Nigeria Ltd’s account in GTBank Plc in two days i.e (29th and 30th April, 2013).

“In fact on 29th April, 2013, only Adamu Musa of Majia BDC made cash deposits into the same account totalling N236,350, 000.00. She (Mrs. Olejeme) is the sole signatory to the said account.

“Mrs. Olejeme used the huge funds referred to in the foregoing paragraphs, which funds did not form part of her lawful income, to acquire property referred to.

“She used third parties in making payments for all the property so as to conceal and or avoid the properties/funds from being easily traced directly to her.

“Mrs. Olejeme hired the services of one Mr. Ifeanyi Njokanma, who is a property manager to purchase and acquire, on her behalf, most of the property,” the EFCC said.
