Meet The Nigerian Governor Who Has Not Received Any Salary For 100 Days (Pic)

The Plateau State Governor, Simon Lalong, said on Sunday that he has not received any salary since he assumed office due to inadequate funds in government coffers.

Mr. Lalong made the disclosure to Journalists in Plateau on Sunday night at a media chat to mark his 100 days in office. He said the media parley was for citizens of the state to assess his performance since he assumed office on May 29.

He said the financial situation of the state was also the reason for the delay in making political appointments.
"Even those I have appointed so far have not been paid salaries.

"I myself have not received a single month salary as I speak with you; we want to settle civil servants salaries first," he said.
On insecurity, Governor Lalong said 150 additional mobile police officers were recently deployed to the state to curb communal attacks, particularly in Barkinladi and Riyom local government areas where violence has continue unabated.

On the recovery of public funds allegedly looted by his predecessor, Jonah Jang, Mr. Lalong said he has handed the matter to the anti-graft agency, EFCC, to investigate and bring defaulters to book.

"Since the two weeks grace I gave them elapsed without any response, I have written to EFCC to take over from where we stop, but if they delay in the assignment, I will remind them again," he said.

Mr. Lalong also said his administration has paid 5 out of the 7 months workers' salaries arrears he inherited.
"We will pay the 6th month tomorrow (Monday)," he said.

The governor also said that the Plateau crisis lingered because security operatives were owed 6 months allowances, which his administration has settled.

He explained that the state was yet to access the federal government bailout funds. According to him, Plateau will be in the next batch of states to receive the bailout funds.

Commenting on the allegation that his administration has already borrowed money, he explained that he took a loan of N4.5 billion to settle workers' salaries.

These are screenshots of a comment on facebook about Nigeria that broke my heart. I felt as if the insult was directed at me.

This man worked in same company with me as an expat for a few months. He's my facebook friend, and he's Indian.
Someone asked him to bring something from Nigeria, then he went ahead and lashed the country in his comment.

I want the world to see this careless post. I hope he repents of such a stinking mentality about Nigeria.
He posted the update on sunday afternoon.

Photo: Woman Faints While Registering At INEC Center In Kogi State

Ahead of the gubernatorial elections coming up in Kogi and Bayelsa states, the people of the states have started registering.

The elections have been scheduled for Saturday, November 21 and Saturday, December, 5, 2015, by the Independent National Electoral Commission (INEC). This has gotten the people of both state to go all out for the registration.

However, a mild drama ensued today after a woman who was trying to register at the Continuous Voter Registration (CVR) center in Ofu local government area of Kogi fainted. She was immediately rushed to a safe place and attended to by meaningful Nigerians as seen in the photo below. The registrants however blame the incident on the poor crowd control at the CVR centre.

Just recently, former governor of Kogi state, Abubakar Audu emerged as the All Progressives Congress candidate for the state’s gubernatorial election yesterday, August 30.

Senior Police Officials Who Ignore Phone Calls From Citizens Risk Sack

The new Assistant Inspector General of Police in charge of Zone 2, Onikan, Lagos State, Bala Hassan, has warned that Divisional Police Officers and Area Commanders who do not pick their calls may be sacked.

Speaking to journalists on Monday in his office, Hassan said the phone numbers of senior police officers should be available to members of the public so they could reach them on time in case they wanted to report crime or give information.

“A DPO who doesn’t pick his calls is not fit to be in that position,” he said. “All my Commissioners of Police, in Lagos and Ogun States, including DPOs and Area Commanders, should make their phones open to members of the public. They must always pick their calls.

There’s soon going to be billboards for emergency numbers for the public to reach the police. DPO’s should display their phones numbers at the station and charge rooms. Members of the community should have access to the phone numbers of the DPO in their area.”

Hassan said his tenure would witness improvement in crime control, stressing that he was working in tandem with the agenda of the Inspector General of Police, Solomon Arase, and zero tolerance for corruption and corrupt officers.

“We want to improve community policing,” he said. “The IGP said response to it has started leading to reduction in crime. I shall also sit down with my Commissioners of Police to see ways to tackle robbery in traffic jam and other crimes. But there are two ways we are already using to tackle robbery in traffic. The visibility of policemen on the highways and making sure that there is free traffic flow.”

'How Katsina Governor Scammed Buhari To Get N11Bn Bailout' - Premium Times

$
0
0
The governor of President Muhammadu Buhari’s home State, Katsina, Aminu Masari, lied to the president to get more than N11 billion bailout supposedly to pay workers’ salary arrears, PREMIUM TIMES can authoritatively report today.

Feigning insolvency, Katsina State applied as one of the 27 states in need of bailout from the Federal Government to pay workers owed salaries for months.

In a letter to the speaker of the state’s House of Assembly, titled: “Bailout on Outstanding Salary for Workers of the State and Local Governments” with number S/SGKT/154/3 dated August 26, 2015, Mr. Masari said when he took office on May 29, his government inherited two months outstanding salary of workers of the state and local government from the previous Ibrahim Shema administration.

“I would like to request for the Honourable House’s consent for the State government to collaborate with the Central Bank of Nigeria for a Bail Out of outstanding workers’ salary in the State and Local governments,” Mr. Masari wrote.

“Mr Speaker may wish to know that at the time of the take-off of this administration, the State and Local Governments in the State owed workers two months’ salary to the tune of N11,086,632,741.32 broken down as follows: Katsina State: N3,646,943,099.80; 34 local government councils: N7,439,689,641.32; Total: N11,086,632,741,.32.

“It is in the view of the need for the State Government and Local Governments to meet their obligation in the payment of outstanding workers’ salary, considering the lean resources inherited from the former administration, that it has become necessary for the State Government to apply for the bail out on behalf of the State and Local Governments.” he added.

However, PREMIUM TIMES’ investigation revealed that the state had no business being among the group of insolvent states in need of federal bailout to pay workers salary arrears.

Katsina State civil servants as well as workers in the state’s 34 local governments received their full salaries and allowances up to May when Mr. Masari became governor.

In fact, the governor’s chief press secretary, Abdul Labaran, confirmed to PREMIUM TIMES that workers were not owed and that their salaries had been completely paid up to August.

“Katsina State government doesn’t owe anybody any salary,” Mr. Labaran said over the phone after a long pause.
He also answered in the affirmative when asked if he meant that the state government had paid workers in the state up to August. “That is correct,” he said.

However, when confronted with questions about why the government requested a bailout as contained in the letter to the state assembly from his principal, Mr. Labaran refused to answer saying he was not aware of any such letter. He also refused that the letter to be read to him.
“I don’t know the letter you’re talking about. How do I know you’re quoting from the letter. You could be quoting from anywhere,” he said.
Oluwabusola Olawale, a former media aide of the immediate past governor, Ibrahim Shema, seemed shocked when asked if the last administration bequeathed two months unpaid salaries to the present administration of Mr. Masari.

“Throughout the tenure of Ibrahim Shema, workers’ salaries were paid latest on the 25th of every month. As at May both the state and local government salaries were paid on the 25th. So he left office without owing any worker any salary. So this news is strange to us. We don’t know what could have necessitated this letter,” he said.

“There is definitely no justification to ask for a bailout of two months salary,” he said.
The N338 billion federal bailout, paid by the Central Bank of Nigeria, was authorised by President Buhari to help insolvent states that had failed to pay workers for months.

The loan is repayable with an interest of nine per cent over a 20-year period.
By August 31, Kwara, Zamfara and Osun States had received the bailout to clear their backlogs of salaries.
Twenty seven states are expected to receive the aid.

Amongst other conditions for the accessing the credit, the CBN requires the resolutions of the respective state executive council mandating the loan, and an approval from the House of Assembly.

Also, the state must issue an Irrevocable Standing Payment Orders (ISPOs) to ensure timely repayment of the loan from the state’s Federation Account allocations.

The CBN said it gives approval for the fund to be released within 24 hours after a state meets all the conditions.

Android Porn App Takes Secret Photos Of Users

$

Security experts have warned about a porn app which secretly takes photos of the person using it.

Analysts at Zscaler say that the Adult Player software available for Android is malicious.

It says some users have had photos taken of them without permission, before their phones were locked by the people behind the software.

The photographs of the users are then incorporated into a digital ransom note asking for $500 (£330) to be paid via PayPal.

In return, the attackers promise to unlock the phones and delete the illicit photo.

But even users who have paid the ransom sum say their phones have been left unusable.

But Zscaler says there is a way to get rid of the malicious software without paying a penny.

The phone must be booted up in safe mode, where - once in device administrator mode - the app can be selected and disabled.

Apps which demand cash with a threat to release private information, or brick a device, are known as ransomware.

Adult Player cannot be installed from Google Play, but can be installed directly from a website.

Zscaler said people should only install apps from the official store, and urged people to back up their data so if they are hit by ransomware attackers they can wipe their device and reload their data.

A 20- year-old security guard, Abass Haman, who allegedly raped his employer’s seven- year-old daughter, was on Tuesday charged before an Ikeja Magistrates’ Court. The accused, who lives in the gatehouse of his employers’ compound at Plot 20/ 21, Fiyin Dammy St., Magodo, Lagos, is facing a charge of rape. Rape Prosecutor Jimah Iseghede told the court that the accused committed the offence on Sept. 3 at his employer’s residence.

According to Sgt. Iseghede, the accused forced the seven-year-old girl and had canal knowledge of her. “The victim narrated her ordeal to her friend and her mother was later informed. “The accused was then apprehended by the police,” he said.

The offence, according to the prosecutor, contravenes Section 258 (1) of the Criminal Law of Lagos State, 2011. The News Agency of Nigeria (NAN) reports that section 258 (1) prescribes life imprisonment for rape. The accused, however, denied the charge. The Chief Magistrate,Tajudeen Elias, adjourned the case to Sept. 30 for ruling on the bail.

He said that when he lost his job and had nowhere to stay, the old woman welcomed him to her house and some how they fell in love and are now husband and wife. Speaking at a press briefing at NATFORCE’s office, at Idiroko, Director of Administration, Mr Oluwatosin Akinola, disclosed that the truck contained 38 cartons of unregistered Akbar Brothers Tea from Colombia, 15 bundles (30 pieces each) of suspected substandard foreign bags, three cartons of phone accessories and two units of 40 inch plasma television. The suspects said they were taking the items to Kano State.
“We have many observation points within the state, such as Igboora, Ijebu-Ode and Alamala, which is very close to Army Barracks, Oja-Odan. It is, however, because of lack of logistics and manpower we have been unable to open other observation points at Idiroko and Agbara.

“This particular arrest was made on August 16, 2015. While we were searching for small and light ammunition, which are our primary objective, when we discovered that the suspects were carrying expired Maggi food seasoning, which are not good for human consumption,” Akinola said. Akinola added that the suspects were taken to Iperu Police Station, but NATFORCE was advised to transfer the case to Sagamu Police Area Command.

According to him, the area commander ordered that the case file be transferred to Ogun State Police Headquarters at Eleweran in Abeokuta. He added: “We were also instructed to provide a towing vehicle because the truck has developed a mechanical fault. “We took the vehicle to Eleweran and after a brief meeting with the police; the police concluded that it is the jurisdiction of NAFDAC to further examine the products.”

NYSC Now Allows Students To Choose States For Deployment

In the wake of recent attacks and unrest across the states of Nigeria, the NYSC board has now included in the registration procedure of NYSC members to choose at least 3 states which they would love to be deployed from which one will be finally selected for them by the board.

I think the NYSC has started to become liberal and more democratic with this initiative but it will stand against the main motive for which the programme was established!

The disadvantage of this development will be very disturbing; as some states will be favoured at the expense of the others.

However, the corps members have restricted Geo-political zones depending on the school they graduated from!

No fewer than seven persons, including a female police officer and ADC to the First Lady of a northern state (names withheld), were injured in the wee hours of Wednesday, when the popular Mekaval Hotel located in Effurun-Warri, Delta State collapsed.

It was gathered that the collapse hotel was similar to the collapse of the Synagogue of All Nation Church in Lagos, as the victims were mostly indigenes of neighboring state who besieged the city seeking salvation at the Christ Mercy Land Church, headed by Pastor Jeremiah Fufeyin, popularly called ‘Ijaw TB Joshua’ by followers.

Although the cause of the collapse was yet unknown at the time of this report Wednesday, the Deputy Governor of the state, Mr Kingsley Otuaro, a lawyer and deacon, hinted of possible structural defect.

Otuaro, who raced to the scene of the incident at about 10:45am, immediately ordered the closure of the hotel buildings, as well as the standing two-storey main wing of the hotel, as a precautionary measure to avert further loss of lives.

He said, “The state government has ordered that the hotel be closed immediately to avert further loss of lives. We are going to send engineers straight away.

“It is very possible that there have been some structural defect ab initio during construction works because that place seems to be a waterlogged area and maybe the proper engineering works were not done.”

Otuaro spoke with newsmen at the Divine Grace Clinic, where five of the victims, including a pair of brothers and three females were being treated, decried the incident and described it as devastating.

He laments the devastation and trauma suffered by some of the lodgers at the hotel, including a lady from Bayelsa simply identified as Evangelist Florence, who spent over seven hours under rubles of the collapsed hotel.

While stressing that it wasn’t time for bulk-passing, the Deputy Governor assured that competent engineers were on their way to the site to assess the immediate and remote causes of the building collapse.

He commended public-spirited individuals and organizations like the Red Cross which promptly responded to distress call and assured that the state government would pick up the medical bills of the victims some of whom were being treated at the nearby Divine Grace Clinic.

Otuaro, who also visited five of the victims, thanked God for their safe evacuation from the scene and assured them of the support of the state government.

He advised inhabitants of buildings close to the scene to evacuate them pending examination by professional to ascertain the state of the structures.

Nevertheless, The Nation independent check revealed that the victims of Wednesday disaster were mainly religious pilgrim from outside the state, who were in Effurun for a church programme organized by Pastor Fufeyin

The ADC to the northern state First Lady, who was simply identified as Adeza, told Otuaro that she hit the city from Abuja on Tuesday afternoon in search of solution to some family problem.

The lady, who hails from Agbede, Edo state said, “I am a Muslim, but I came here to see the man of God. Only recently I lost my elder brother who was in the Army and so many things had been happening in my family. So I came here for prayers.”

The lady, who occupied Room 206 before the unfortunate incident, said at the time of her rescue she was still hearing voices from under the rubles from the collapsed hotel building, hinting that more people could still be trapped underground.

Her view with contrary to those expressed that by the hotel management that the seven recorded lodgers had all been rescued alive at about 11am on Wednesday.

Speaking in the same vein, another victim, who simply identified herself as Evangelist Florence, told our reporter that she came from Yenagoa, Bayelsa state for the church’s programme.

“Immediately I got into town I went to the mountain for prayers. It was after the prayer that I came to Mekaval.

“As I was sleeping, at about 2am I heard a sound creaking sound and everything came down, I tried to unlock my door but I couldn’t; it seemed like the door was locked outside. I was under the ground till about 7am when I was rescue,” she added.
